About this opportunity

The Federal Bureau of Prisons is conducting market research to determine acquisition strategy for secure educational laptops and docking stations, with responses due July 2, 2026. This is a sources-sought RFI only — not a solicitation, RFP, or RFQ — and does not obligate the Government to issue a contract.

The BOP seeks two device types: tamper-resistant, transparent-chassis laptops for inmate use and separate devices for staff (administrator) use, deployed across approximately 122 BOP-managed institutions and facilities nationwide, including institutions in continental United States, Hawaii, Puerto Rico, six regional offices, headquarters, two staff training centers, and 22 Residential Reentry Management offices. Inmate devices must feature no external ports except a proprietary dock connector, 256 GB SSD minimum storage, 8 GB RAM, Intel Quad-Core N5100 2.8 GHz equivalent processor, 11.6-inch display, eight-hour battery life, WiFi 6 (Intel AX201 or equivalent), transparent chassis, and metal-free keyboard. No speakers, microphones, or cameras are permitted unless approved. Compatible docking stations must provide exposed USB, HDMI, and Ethernet ports. All devices require enterprise-level administrative controls including role-based access controls, content filtering, remote disable capability, geofencing, and AI-enabled anomaly detection.

Vendors must demonstrate compliance with Section 508, TAA, FISMA, NIST, FIPS, FedRAMP, DOJ Procurement Guidance Document 15-03, and HSPD-12. A three-year maintenance and support agreement covering peripheral wear and tear and support for at least 10 remote connections is required. The performance period consists of a base year plus two 12-month option periods.

The Government is conducting market research to support a potential small business set-aside decision under FAR Part 19. Responses should include company information (UEI, business size, socio-economic status, primary NAICS code, SAM registration), capability statement, recommended contract type, and rough order of magnitude pricing. Submit to sborchert@bop.gov by Thursday, July 2, 2026, 14:00 CT.
