About this file

This is a Statement of Work (SOW) for a Federal Bureau of Prisons (BOP) procurement of secure laptops and docking stations for use in education departments across BOP facilities nationwide. The BOP seeks two device types: one for inmate use and one for administrator (staff) use, both designed to maintain security without compromising functionality. The inmate device must feature a transparent chassis, metal-free keyboard, no external ports, single proprietary docking connection, 2.5" SSD storage, internal WiFi, and expanded BIOS controls. Minimum technical specifications include an 11th generation 2.8 GHz Intel QuadCore N5100 processor (or equivalent), 8 GB RAM, 256 GB storage, eight-hour battery life, WiFi 6 capability (Intel AX201 or equivalent), and an 11.6" screen. Compatible docking stations must provide exposed USB, HDMI, and Ethernet ports. The solution must include a three-year maintenance and support agreement covering wear and tear on peripherals and support at least 10 remote connections for potential virtual demonstrations using platforms such as Cisco WebEx, Citrix GoToMeeting, Microsoft Teams, or Adobe Connect.

The procurement requires compliance documentation for Section 508, Trade Agreements Act (TAA), FISMA, NIST, FIPS, FedRAMP, DOJ Procurement Guidance Document 15-03, and HSPD-12. Vendors must demonstrate capability to deliver hardware to approximately 122 BOP-managed institutions and facilities across the continental United States, Hawaii, Puerto Rico, six regional offices, headquarters, two staff training centers, and 22 Residential Reentry Management offices. The performance period consists of a base year plus two 12-month option periods from award date. Vendors must provide hardware specifications, software and security configuration information, maintenance and support details, certifications and compliance documentation, demonstration materials, shipping and logistics information, and references demonstrating relevant experience with similar secure computing solutions.

Federal Bureau of Prisons Central Office, Washington, D.C.

Laptops and Docking Stations Statement of Work (SOW)

Background

The Federal Bureau of Prisons (BOP) is an agency of the Department of Justice (DOJ). It consists of 120 institutions throughout the United States, including Hawaii and Puerto Rico, 6 regional offices, a Central Office (headquarters), two staff training centers, and 22 Residential Reentry Management offices (previously known as community corrections offices).

The BOP is responsible for the custody and care of approximately 159,100 Federal offenders. Approximately 91 percent of these inmates are confined in Bureau-operated facilities, while the balance is confined in community-based facilities, home confinement, and local jails.

The BOP currently provides the inmates with classroom instruction utilizing handouts, whiteboards, and basic pencil and paper. The BOP can assign work on a Learning Management System or take electronic GED tests. These materials are delivered to Desktop Minicomputers, however there is only one small computer lab in each education department at the institution. The BOP would like to implement a solution where staff and inmates can utilize secure laptops in each of the classrooms.

More information about the agency can be found on BOP’s public site, www.bop.gov.

Objective

The Federal Bureau of Prisons is looking for a secure device for inmates and another for Administrator (staff) to be used across the BOP education departments without compromising security or functionality. The BOP also requires compatible docking stations that have exposed USB, HDMI, and Ethernet ports. This solution must include a three-year maintenance and support agreement on wear and tear on peripherals.

The BOP may schedule an onsite or remote demonstration, at BOP headquarters. Vendors may use virtual conferencing platforms such as Cisco WebEx, Citrix GoToMeeting, Microsoft Teams, or Adobe Connect. The solution must support at least 10 remote connections.
