About this file
This is a Statement of Work (SOW) issued by the Federal Bureau of Prisons (BOP), an agency within the Department of Justice, for the procurement of secure laptops and docking stations for use in institutional educational settings.
The BOP seeks to acquire tamper-resistant, transparent-chassis educational laptops for both inmates and staff, along with supporting docking stations and peripherals. Inmate devices must meet strict security specifications including: minimum 256 GB SSD storage, 8 GB RAM, Wi-Fi 6 capability (Intel AX201 equivalent or greater), CPU equivalent to Intel Quad-Core N5100 2.8 GHz, 11.6-inch shatter-resistant display, 8-hour minimum battery life, built-in keyboard and touchpad, and no external ports except a non-USB charging port or proprietary dock connector. All devices must feature no speakers, support audio via 3.5mm headphone jack, contain no microphones or cameras unless approved, and have no wireless capabilities beyond Wi-Fi 6. Staff devices comply with identical hardware restrictions except staff-only docking stations may include USB-A/USB-C, HDMI, and Ethernet ports. All devices must support enterprise-level centralized administrative control including role-based access controls, content filtering, remote disable capability ("kill switch"), geofencing, and AI-enabled analytics for anomaly detection. Vendors must demonstrate compliance with 508, TAA, FISMA, NIST, FIPS, FedRAMP, PGD 15-03, and HSPD-12 standards. The vendor must provide hardware specifications, software/security configuration information, maintenance and support details, compliance documentation, demonstration materials, shipping logistics, protective transparent cases, charging solutions, device-management tools, approved headphones, and three-year maintenance/support for peripheral wear and tear. The contract period consists of a base year plus two 12-month option periods, with vendor responsible for rapid fulfillment to approximately 7,500+ devices across 122 BOP-managed institutions nationwide (115+ institutions and 22 Residential Reentry Management offices).

Federal Bureau of Prisons Central Office, Washington, D.C.
Laptops and Docking Stations Statement of Work (SOW)
Background
The Federal Bureau of Prisons (BOP) is an agency of the Department of Justice (DOJ). It consists of 120 institutions throughout the United States, including Hawaii and Puerto Rico, 6 regional offices, a Central Office (headquarters), two staff training centers, and 22 Residential Reentry Management offices (previously known as community corrections offices).
The BOP is responsible for the custody and care of approximately 159,100 Federal offenders.
Approximately 91 percent of these inmates are confined in Bureau-operated facilities, while the balance is confined in community-based facilities, home confinement, and local jails.
The BOP currently provides the inmates with classroom instruction utilizing handouts, whiteboards, and basic pencil and paper. The BOP can assign work on a Learning Management System or take electronic GED tests. These materials are delivered to Desktop Minicomputers, however there is only one small computer lab in each education department at the institution. The BOP would like to implement a solution where staff and inmates can utilize secure laptops in each of the classrooms.
More information about the agency can be found on BOP’s public site, www.bop.gov.
Objective
The Federal Bureau of Prisons (BOP) seeks to expand secure educational technology within its institutions by implementing controlled, tamper-resistant electronic devices for use by inmates and staff in classroom environments. The objective of this procurement is to acquire secure, tamper-resistant educational laptops for inmates and staff, along with supporting docking stations and authorized peripherals, consistent with FBOP security, technical, and operational requirements. All devices must adhere to strict hardware restrictions, limited external connectivity, controlled wireless capabilities, and device-management requirements.
The BOP may schedule an onsite or remote demonstration, at BOP headquarters. Vendors may use virtual conferencing platforms such as Cisco WebEx, Citrix GoToMeeting, Microsoft Teams, or Adobe Connect.
System Hardware and Performance Requirements
The inmate and staff devices shall meet or exceed the following requirements:
Tamper-proof and transparent chassis with visible internal components.
No external ports except:
• A non-USB charging port, or
• A single proprietary dock connector designed for secure, staff-controlled docking.
(No USB-A, USB-C, HDMI, LAN, SD, audio ports, or other openings.)

Wireless restrictions:
• Devices shall contain no wireless transmitters/receivers except Wi-Fi 6 (802.11ax).
• No Bluetooth, LTE/cellular, NFC, GPS, or other wireless technologies permitted.
Audio restrictions:
• Devices must have no built-in speakers.
• Devices must support audio output via a 3.5mm headphone jack (tamper-resistant).
Input Requirements:
• All devices must have a built-in keyboard and integrated pointing device (touchpad).
Battery Life:
• Minimum 8-hour operational capacity.
Operating System Flexibility:
• Devices must be OS-agnostic, capable of supporting equivalent functionality across multiple operating systems.
• Hardware must not rely on OS-specific features.
Inmate Device Requirements:
Inmate laptops shall meet or exceed the following:
• Transparent chassis and tamper-indicator features.
• No external ports aside from approved charging/docking connector.
• 2.5" SSD storage (min. 256 GB).
• Minimum 8 GB RAM.
• Wi-Fi 6 capability (Intel AX201 equivalent or greater).
