About this opportunity

The Department of Justice's Executive Office for Immigration Review (EOIR) is seeking modernization services for its Language Services Unit (LSU) through a Request for Information (RFI) issued on January 12, 2026, with responses due by January 26, 2026. The procurement involves the replacement and modernization of the existing Electronic Contract Interpreter Ordering System (ECIOS), which currently consists of a Cold Fusion web application and an MS Access database. The modernized system must improve the efficiency and accuracy of interpreter services ordering and scheduling, maximize staff interpreter scheduling, optimize contract interpreter usage and costs, automate check-in and check-out processes, remove manual inefficiencies, and ensure accurate billing and invoice charges. Key requirements include compliance with DOJ security standards outlined in Attachment B, including Authorization to Operate (ATO) for information systems, multi-factor authentication, incident reporting protocols, and adherence to FISMA and NIST guidelines, as well as strict privacy compliance per DOJ contractor privacy requirements addressing personally identifiable information (PII) handling and breach notification within one hour of discovery. The RFI evaluation will assess vendor capabilities across twelve detailed questions covering off-the-shelf solution availability, software modification feasibility, recommended contract types, pricing models, NAICS codes, government contract vehicle eligibility, SAM registration status, socioeconomic classifications, and FedRamp certification.

This procurement carries no set-aside designation and represents an opportunity for any qualified vendor to respond to the RFI. No current incumbent contractors or award values have been specified in the pre-solicitation notice, as this is a sources sought phase designed to gauge market capability rather than issue a formal solicitation. Interested organizations must submit a capability statement and responses to the RFI questions electronically to Patricia.Hoffman@usdoj.gov, with all responses treated as confidential. The modernization initiative is classified under NAICS code 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) and PSC code DA10 (IT and Telecom - Business Application/Application Development Software as a Service), indicating the government's interest in firms with expertise in application development and cloud-based service delivery. Vendors should note that the system must operate 24/7, support both internal and external-facing portals, include comprehensive reporting capabilities, and comply with Section 508 accessibility requirements to serve the diverse user base across the immigration court system.
