About this file
This document is a Functional Requirements Document for the Executive Office for Immigration Review (EOIR) Language Services Unit (LSU) Modernization project. The project aims to streamline interpreter request, assignment, and billing processes by replacing the existing Electronic Contract Interpreter Ordering System (ECIOS) with a new capability that improves interpreter services efficiency and accuracy. Key functional requirements include scheduling hearings, identifying interpretation needs, managing staff and contract interpreters, handling interpreter check-in/check-out processes, managing vendor orders and invoices, and generating comprehensive reports.
The system will support both internal and external-facing portals, operating 24/7 with robust security, audit trail, and data management capabilities. It will prioritize vendor interpreters for assignments, allow real-time electronic messaging between judges, legal assistants, and interpreters, and provide detailed tracking of interpreter performance, availability, and order fulfillment. The system will also handle complex billing and invoicing processes, including calculating damages for late or missed interpreter assignments, and comply with Section 508 accessibility requirements. The modernization effort is designed to lower interpretation costs, improve court interpretation services, and simplify manual administrative processes.
