About this opportunity

The Department of the Air Force Air Combat Command has issued a pre-solicitation notice for comprehensive offshore wave attenuation services at Langley Air Force Base. The contractor will be responsible for designing, modeling, fabricating, and delivering approximately 140 Wave Attenuation Devices (WADs) optimized for specific shoreline characteristics, along with providing field assistance for quality assurance and quality control during placement. The project requires extensive technical capabilities including field investigation, geotechnical and engineering design work, comprehensive modeling, and manufacturing of devices that must include bird spikes to prevent avian landing. All designs must conform to United States Army Corps of Engineers Regulatory Permitting and Virginia Department of Environmental Quality Permitting standards. Interested contractors must submit a 5-page capabilities package by July 1, 2025, at 12:00 p.m. Eastern Time, addressing their experience in shoreline attenuation services, technical and financial capabilities, and subcontract management abilities.

This opportunity is designated as a Total Small Business set-aside under NAICS Code 813312 (Environment, Conservation, and Wildlife Organizations) with a size standard of $19.5 million. No incumbent contractors or specific award values are mentioned in the documentation, as this represents a market research effort to identify qualified small businesses rather than an active solicitation. The project has a total performance period of 107 days, broken down into design phases requiring 100 calendar days with multiple government review periods, followed by 5 days for manufacturing, 5 days for delivery, and 4 days for field assistance. Normal work hours are established as 0730-1630, Monday through Friday, excluding federal holidays, though work outside these hours may be required to meet safety and mission demands. The contractor will need to coordinate closely with the Contracting Officer and Base Civil Engineer throughout the project execution.
