About this file

This Statement of Work (SOW) details a project for Offshore Wave Attenuation for Shoreline Protection at Langley Air Force Base (LAFB). The contractor will be responsible for comprehensive services including design, modeling, fabrication, delivery, and field assistance for approximately 140 Wave Attenuation Devices (WADs). Key requirements include performing a field investigation, creating comprehensive models, conducting geotechnical and engineering design work, and developing WADs optimized for the specific shoreline characteristics, with bird spikes to prevent avian landing.

The project has a total Performance Period of 107 days, broken down into design phases (100 calendar days for design, with multiple government review periods), manufacturing (5 days), delivery (5 days), and field assistance (4 days). The design must conform to United States Army Corps of Engineers (USACE) Regulatory Permitting and Virginia Department of Environmental Quality (DEQ) Permitting standards. Normal work hours are 0730-1630, Monday through Friday, excluding federal holidays, with potential for work outside these hours to meet safety and mission demands. The contractor will need to coordinate closely with the Contracting Officer and Base Civil Engineer throughout the project.

SOW - Offshore Wave Attenuation for Shoreline Protection 1

STATEMENT OF WORK

for

MUHJ 23-0009 Offshore Wave Attenuation for Shoreline Protection

1.0 INTRODUCTION: The purpose of this Statement of Work (SOW) is to define the requirements for the Offshore Wave Attenuation for Shoreline Protection at Langley Air Force Base (LAFB).

2.0 SCOPE: The Contractor provide all services for the design, model, fabricate, delivery and field assist (Quality Assurance/Quality Assist QA/QC) in the placement of Wave Attenuation Devices (WADs) optimized for the shoreline characteristics of the designated site locations (Attachment 2). The Contractor shall coordinate all work with the Contracting Officer and the Base Civil Engineer representative. All work shall be accomplished in accordance with project.

3.0 REQUIREMENTS

3.1 DESIGN

3.1.1 The contractor shall perform a field investigation, comprehensive modeling, geotechnical and engineering design work based on full, proposed scope of work (see attachment 2 for approximate site locations). Design shall account for the short-term placement of the WADs and for future expansion. Site locations can be altered at the request of the contractor due to results and analysis of the modeling and design. Any change shall be submitted to the Contracting Officer and finalized on approval.

3.1.2 Contractor shall provide approximately 140 WADs– at the optimal height as determined in design and at the discretion of the needs/requirements of the Government.

3.1.3 The contractor shall submit modeling results and a final report of wave modeling and basis of design in the form of submittals for Civil engineer review.

3.1.4 Design shall provide any requested assistance in the permit approach for State and Federal permits in the form of a Request for Information (RFI), specifications or drawings. If permitting requires any change to design, the design shall reflect the changes needed to be with in regulations of the permitting of authority.

3.1.5 Contractor shall submit 50%, 90% and 100% designs to the Contracting Officer.

Government shall have 7 calendar days to review and approval/disapprove.

3.2 MANUFACTURING AND DELIVERY

3.2.1 Contractor shall be responsible for all the associated manufacturing and delivery of the

WADs with embedded bird spikes and placement materials associated with the placement of the system (i.e. geocomposite fabric).

3.2.2 Bird spikes shall completely cover the top surface of the WAD in a manner that would confidently and fully prevent birds from landing or roosting on the WAD itself.

3.2.3 Concrete mix design shall be submitted for Base Engineer review.

3.2.4 Access of personal and Delivery of the materials shall be coordinated by the contractor in advance with the Contracting Officer and Base Civil Engineer to grant base access to prevent rejection of access or delays.

3.2.5 The final delivery location shall be approved by the Base Civil Engineer in coordination with the Contracting Officer.

3.3 FIELD ASSIST

3.3.1 Contractor shall perform field assistance for marking, quality control and quality assurance for the layout, orientation, positioning and placement of the WAD system to include the oversight of the entire WAD system components.

3.3.2 Contractor shall verify that layout matches the approved design coordinates using survey-grade equipment such as RTK GPS, Total Station, etc. Contractor shall implement a pre-placement flagging and positioning plan to ensure accurate setup.

3.3.3 Contractor shall confirm bed preparation and verify water depth at WAD location prior to placement. During installation, spot checks shall be conducted to verify orientation and spacing of each WAD in accordance with the design specifications.

3.3.4 Placement of the WADs may be outside of normal business hours to comply with safety and mission demand and should be accounted for.

4.0 DESCRIPTION: Design is to conform to with the following standards

• United State Army Corps of Engineers (USACE) Regulatory Permitting

• Virginia Department of Environmental Quality (DEQ) Permitting

5.0 Normal Hours of Operation: Normal hours of operation are 0730 through 1630, Monday through Friday excluding Federal Holidays to comply with safety and mission demand. Hours other than specified must be coordinated/approved by the Contracting Officer and Program Manager and phase to limit impact on gate traffic flow. Project schedules shall be submitted to the Contracting Officer; updated schedules may be requested.

6.0 PERFORMANCE SCHEULE Performance Time: This is the time schedule recommended by the Government; the final schedule timelines shall be submitted and to the Government.
