About this opportunity

The Department of the Air Force Air Combat Command, through the 633d Contracting Squadron at Joint Base Langley-Eustis, is conducting market research to identify potential contractors to operate and manage a Contractor Operated Civil Engineer Supply Store (COCESS) at Langley Air Force Base. The primary services include sourcing, purchasing, receiving, issuing, and stocking commercial and industrial materials for construction, maintenance, and repair operations, including electrical, plumbing, HVAC, and related supplies to support the base's U-Fix-It program. Contractors must demonstrate capability in inventory management using the NexGen IT system, order fulfillment, and customer service while maintaining pricing consistency with established online databases such as Grainger.com and MSCDirect.com. Key performance objectives include maintaining 90% accuracy in inventory management and providing quality customer service in accordance with Air Force supply policies and procedures. Interested vendors must submit responses by November 17, 2025, via email with company information, DUNS number, contact details, small business size status, capability statement, past performance, personnel plans, and their general approach to meeting contract requirements; late or incomplete submissions will not be considered.

This procurement is designated as a 100% small business set-aside and will be structured as a Firm-Fixed-Price contract with one base year and four one-year option periods, creating a potential five-year engagement. No incumbent contractor information or specific award value has been disclosed in the pre-solicitation notice, as this is a market research phase designed to gauge vendor capability rather than a formal request for proposals. The COCESS will operate Monday through Friday from 0700 to 1600 hours with provisions for authorized emergency support, requiring comprehensive record-keeping of sales, inventory, and transactions. The notice explicitly states that this market research effort does not commit the government to any contractual action and does not guarantee a contract award, serving solely to identify qualified small business vendors capable of fulfilling the Civil Engineer supply requirements for the base.
