About this opportunity
The Department of Veterans Affairs National Cemetery Administration is seeking landscaping materials for Fort Sam Houston National Cemetery through an upcoming solicitation for various bulk construction materials. The procurement will include eight specific material types: Sand, Topsoil, Crushed Rock, Crushed Limestone, Mulch, Road Base, Texas Blend Rock, and Decomposed Granite, each with detailed technical specifications. Vendors will be required to deliver materials within five business days of order receipt, with precise delivery instructions for the San Antonio, Texas cemetery location. The forthcoming solicitation will demand comprehensive documentation, particularly for topsoil, which requires detailed analysis including soil texture, pH, and organic matter content. While specific evaluation criteria are not explicitly outlined in the pre-solicitation notice, vendors should prepare detailed specification sheets for each material type.
The solicitation is exclusively set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), representing a targeted procurement opportunity for qualifying vendors. The contract structure will include a base year with four additional option years, providing potential long-term engagement for the selected contractor. Estimated material quantities range from 100 to 2,000 units per material type, suggesting a significant procurement volume. The contract falls under the North American Industry Classification System (NAICS) category 212321 for Construction Sand and Gravel Mining and Product Service Code (PSC) 5610 for Mineral Construction Materials in Bulk. While specific award values are not disclosed in the pre-solicitation notice, interested SDVOSB firms should carefully review the Draft Statement of Need document and prepare to respond to the forthcoming solicitation to be considered for this National Cemetery Administration contract.
