About this file

This Draft Statement of Need outlines a requirement for the Department of Veterans Affairs National Cemetery Administration to purchase various landscaping and burial ground maintenance materials for Fort Sam Houston National Cemetery. The solicitation covers eight specific material types: Sand, Topsoil, Crushed Rock, Crushed Limestone, Mulch, Road Base, Texas Blend Rock, and Decomposed Granite, with detailed technical specifications for each material.

The procurement will be structured as a multi-year contract with a base year and four option years, with estimated quantities ranging from 100 to 2,000 units per material type. The solicitation is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Delivery requirements mandate materials be delivered within five business days of order receipt, with specific delivery instructions for different materials at the Fort Sam Houston National Cemetery located in San Antonio, Texas. Vendors must provide detailed specification sheets for materials, particularly for topsoil, which requires comprehensive analysis documentation including soil texture, pH, and organic matter content.
