About this opportunity
The National Oceanic and Atmospheric Administration seeks landscaping maintenance services at the National Weather Service Weather Forecast Office in La Crosse, Wisconsin, with proposals due July 29 at 1400 PDT (amended from July 28). This is a total small business set-aside.
Place of performance is La Crosse, Wisconsin (711 County Road FA). The contract period runs from August 1, 2026 through March 31, 2027 (base period), with three optional one-year extensions through March 31, 2030. Work encompasses weekly mowing from approximately late April through late October each year on approximately 0.5 to 1 acre, spring and fall pruning and trimming of trees and shrubs with pruning limited to branches below 20 feet, fertilization, weed and insect control, and removal of all debris. Grass cutting height must be maintained at no lower than 3 inches. The contractor must comply with all Federal, State, and Local regulations and sign security logs upon arrival.
The NAICS code is 561730 (Landscaping Services); the PSC is S208 (Housekeeping—Landscaping/Groundskeeping). The incumbent contractor received $4,840.00 under contract 1305M325P0143 (June 4 through October 31, 2025). Award will be made on a firm-fixed-price basis to the lowest-price technically acceptable quoter. Evaluation uses two pass/fail factors: Factor 1 (Technical Capability) requires a capability narrative and two completed experience projects from the past three years of similar size and scope; Factor 2 (Price) evaluates for completeness and reasonableness. Subcontractor experience satisfies the two-project requirement if the subcontractor performs a major or critical portion of work, provided the quote clearly identifies the subcontractor's role, project references, and certifications. Named subcontractors will be materially incorporated into any resulting contract, and post-award substitution requires Contracting Officer approval. Questions were due July 24 at 0900 PDT. Contracting Officer is Hannah Hartman.
