About this file
This is a Questions and Answers amendment for RFQ 1305M326Q0348, a small business set-aside solicitation for landscaping maintenance services. The document does not contain a template or address specific products or services in detail but rather clarifies key requirements and policies for quoters.
The Q&A addresses critical requirements for quoters submitting proposals: subcontractors may satisfy the two completed-project experience requirement if they will perform a major or critical portion of the physical work, provided the quoter clearly identifies the subcontractor, details their specific role and scope, provides project references, and submits all required licenses and certifications. The government emphasizes that all named subcontractors identified in the successful quote will be materially incorporated into the resulting contract, and any post-award substitution requires prior written approval from the Contracting Officer. The incumbent contractor information is provided (Contract 1305M325P0143, period 06/04/2025 - 10/31/2025, award value $4,840.00). Additional clarifications include that grounds drawings have been included in the updated SOW, mowing typically commences around end of April and ends around end of October with an allocated 26 weekly mows per year, and that contractors will invoice only for services actually performed with waived services deobligated prior to contract closeout. The government confirmed that a prime contractor may utilize a subcontractor to perform 100% of physical, on-site work while retaining contract management and administration responsibilities.

Amendment 0001 - Q & A RFQ 1305M326Q0348
Your Question Government Response
Completed Project Experience – May a quoter satisfy the two completed-project experience requirement using projects performed by its proposed landscaping subcontractor or teaming partner, provided the proposed entity will perform the work under the resulting contract?
A Quoter may submit project experience completed by a proposed subcontractor to satisfy the technical capability requirement, provided the subcontractor will perform a major or critical portion of the physical work.
If proposing to rely on a subcontractor's experience, the quote must:
1. Clearly identify the subcontractor and detail their specific role, scope of work, and level of effort in performance.
2. Provide the subcontractor's project references meeting the criteria in Factor 1.
3. Provide all required licenses, certifications, and documentation for the subcontractor relevant to their role.
Incorporation into Award: Please be advised that all key personnel, technical approaches, and named subcontractors identified in the successful quote will be materially incorporated into the resulting contract/award. The Contractor shall be legally bound to utilize the specific subcontractor(s) proposed. Any post-award substitution of a named subcontractor requires prior written approval from the Contracting Officer and must be replaced with a entity of equal or greater qualification.
Grounds Drawing – The SOW requires mowing all grassy areas shown on an attached drawing, but a grounds drawing was not included in the listed attachments. Will the Government please provide the referenced drawing?
Image included in the updated SOW.
Option-Year Mowing Schedule – For Options 1 through 3, approximately when should weekly mowing begin each spring and end each fall for pricing purposes?
This varies based on weather and lawn growth. In the past, mowing has typically commenced around end of April, and ended around end of October. The contract has allocated 26 weekly mows per year in the past.
Waived Lawn Service – If the Government waives a scheduled mowing visit, will the firm-fixed monthly payment remain unchanged, or will payment be adjusted based on the services actually performed?
Contractor will invoice for the services performed in accordance with the quoted firm-fixed-price rates. If a service is waived, that service will not be included in the invoice and that amount will be deobligated prior to contract closeout.
Incumbent Information – Is there a current or previous contractor for these services? If so, please provide the contractor’s name and the prior contract number and award value, if available.
Contract number: 1305M325P0143 Contract Period: 06/04/2025 - 10/31/2025 Award value: $4840.00
1. 3. Provide all required licenses, certifications, and documentation for the subcontractor relevant to their role.
