About this opportunity
The Department of State Office of Acquisition Management seeks landscaping and grounds maintenance services at the U.S. Embassy Baghdad, Iraq, with proposals due August 30, 2026, at 1500 hours Central European Time. This is a full and open competition (no set-aside) procured as a Firm Fixed Price Indefinite Delivery Indefinite Quantity contract with a guaranteed minimum of $5,000 and a maximum ceiling of $4.5 million over five years (one base year plus four option years).
Place of performance is Iraq. Work encompasses approximately 430,000 square meters of inside-perimeter grounds, 3.65 kilometers of exterior perimeter fence, and related landscaping and grounds maintenance. Services commence September 2026 and include inside-perimeter grounds maintenance, sand-surface recreational area maintenance, irrigation system maintenance and repair, recovery area remediation (up to 1,000 square meters monthly), exterior perimeter groundskeeping, security visibility vegetation control, concertina wire inspection and maintenance, paved-surface cleaning, and debris handling. The business week runs Sunday through Thursday, 7:00 a.m. to 7:00 p.m.
The contractor must employ a full-time on-site Program Manager, an on-site Landscaping, Irrigation, and Horticultural Technical Expert holding a bachelor's degree plus five years' experience, an on-site site supervisor with three years' experience, and a backup site supervisor. All key personnel require sufficient English-language capability and must be prime-contractor employees. All contractor personnel require background investigations and security clearances. The contractor furnishes landscaping equipment, hand and specialty tools, CFCI plants (except those exceeding 2.5 meters and annual plants, which are government-furnished), and landscaping chemicals. The contractor is responsible for obtaining all Iraqi authorizations, registrations, and licenses; Defense Base Act insurance is required for all employees.
Evaluation will utilize comparative best-value methodology based on technical quality, past performance, and price, with non-price factors combined being significantly more important than price. Offerors must demonstrate three past-performance references covering similar scope within the last five years; past performance of subcontractors is not acceptable. A mandatory site visit is scheduled for August 12, 2026, at 09:00 a.m. Baghdad time; RSVP is required by August 9. Questions are due August 13, 2026. Amendment 0001 was issued August 20, 2026, answering 83 submitted questions with revisions marked in red to sections (ii), (iii), (v), and (vii) of the original solicitation; offerors must acknowledge receipt of Amendment 0001 with their proposals. NAICS code is 561730 (Landscaping Services); PSC code is S208 (Housekeeping–Landscaping/Groundskeeping).
