About this opportunity

The U.S. Department of State is seeking a contractor to provide comprehensive landscaping and gardening management services for the U.S. Embassy in Malabo, Equatorial Guinea. The solicitation requires the selected vendor to perform all labor, materials, equipment, and services necessary for maintaining embassy grounds, including grass cutting, edging, trimming, weeding, pruning, and debris removal. Contractors must be registered in SAM.gov and provide a trained horticulturist for technical guidance, with a requirement to submit an annual Grounds Maintenance Plan within 30 days of award. The government will evaluate offers using a lowest-price, technically acceptable criteria, with a pre-quotation conference scheduled for February 18, 2025, and quotations due by March 5, 2025, at 5:00 PM local time. Offerors must demonstrate technical capability and compliance with all specified requirements before pricing will be considered.

The contract has no specific set-aside designation and covers a base performance period from May 1, 2025, through April 30, 2026, with four additional one-year option periods available. The scope of work includes both standard monthly services and temporary additional services, with a minimum order quantity of 40,000 square meters and a maximum of 48,564 square meters per year. Work will be performed at the U.S. Embassy compound in Malabo, with standard work hours established as Monday-Thursday 8:00 AM to 5:00 PM and Friday 8:00 AM to 12:00 PM. The contractor must provide all necessary equipment and maintain specific grass height standards between 4-6 cm. While the exact award value is not explicitly stated, the contract includes provisions for monthly fixed pricing and additional temporary service requirements, suggesting a potentially substantial annual contract value for landscaping services.
