About this opportunity

Naval Supply Systems Command is preparing to procure fixed-line Voice Over Internet Protocol and Public Switched Telephone Network telephone services in Sicily, Italy, via sole-source IDIQ contract with firm-fixed-price task orders; capability statements are due June 26, 2026 at 2:00 PM Central European Time.

The Government intends to award to Telecom Italia S.P.A. (TIM) under FAR 6.103-1 sole-source justification. TIM is determined the only viable source because it is Italy's only licensed national telecommunications carrier, owns the commercial telecommunications infrastructure outside the base, operates the fiber backbone and central office switching systems, maintains relay sites at Mount Cassara and Mount Lauro, controls numbering resources, and interfaces with Italian telecommunications regulatory frameworks. Market research identified no other licensed national carriers capable of providing required services in the performance areas.

Work includes provision of four bidirectional Post Telephone and Telegraph trunks (E1PRI or SIP VoIP Trunks) to support commercial inbound and outbound traffic. Service areas span Naval Air Station Sigonella (NAS 1 and NAS 2), Naval Radio Transmitter Facility NRTF Niscemi, Augusta NATO pier, and the Marinai housing complex. The contractor must provide backup network infrastructure for Navy-owned cables, support Navy Microwave frequencies from NCTS locations, and facilitate protected backup links with no single point of failure. NAS 1 and NAS 2 are approximately 20 kilometers apart, connected by Italian motorways on Italian-owned private and public lands.

Contract performance runs August 30, 2026 through August 29, 2031 (base year plus four option years), with an additional six-month option period extending through February 29, 2032. Installation and cutover must be completed within 60 calendar days of Government acceptance of the cutover plan. Service restoration requires response within two hours for catastrophic or emergency outages with restoration within eight hours, available 24/7/365. Contractor must maintain current certifications including UNI EN ISO 9001, SOA, DURC, Chamber of Commerce Certificate, NOS certification, IAF28, and ISO 45001. Invoices are denominated in Euros.

The Government reserves discretionary authority to determine whether to compete this contract based on capability statement responses.
