About this file
This is a Justification and Approval (J&A) document for a non-competitive sole source contract award. The U.S. Naval Computer and Telecommunications Station (NCTS) Sigonella, Italy, requires fixed-line telecommunication services, including Voice Over Internet Protocol (VoIP) and Public Switched Telephone Network (PSTN) services. The contracting activity is NAVSUP Fleet Logistics Center Sigonella (FLCSI). The Navy will award a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) commercial services contract to TELECOM ITALIA S.P.A. (TIM) for a five-year ordering period beginning August 30, 2026, with a six-month option period extending through February 29, 2032. The base year and option period total estimated value is not disclosed in the document.
The contract will provide four bidirectional Post Telephone and Telegraph (PTT) trunks or SIP VoIP Trunks supporting landline and toll services at Naval Air Station Sigonella, including NAS 1, NAS 2, Naval Radio Transmitter Facility NRTF Niscemi, Augusta NATO pier, and the Marinai housing complex. TIM is determined to be the only viable source because it exclusively operates the commercial telecommunications infrastructure required, possesses regulatory authority over numbering resources, controls the fiber backbone and central office switching systems, and maintains exclusive access to relay sites and frequencies critical to the locations of performance. Market research confirmed no other licensed national carriers provide these services in the required areas. The sole source authority is 10 U.S.C. 3204(a)(1). Pricing will be evaluated for fair and reasonableness through comparison against an independent government estimate, historical price data, and other reasonable bases. The contract will be funded with Operations & Maintenance, Navy (O&MN) funds from FY 2026 and FY 2027, with individual orders not exceeding twelve months in duration.

Approval of this J&A signifies the approval authority has made the determination required by DF ARS PGI 206.104-72(b ).
There is a current push by the European Union to transition from using traditional copper-based networks for telecommunications to fiber optic based VOiP. This transition to fiber optic could enable additional sources of satisfying the Governments needs for landline services. At present though, TIM is the only national carrier for traditional copper-based networks and fiber optic at the required locations. As previously stated, all locations of performance on Sicily are not currently serviced by fiber optics and are only traditional copper-based networks.
Should any future requirements for telecommunications arise for performance in Sicily, market research will be conducted to locate any additional sources. If a new provider enters the market in Sigonella then future competition is possible. The Government intends to continue to survey the emerging marketplace to identify potential competitors.
To accommodate any capable competitors, the Government will tailor future acquisition strategies accordingly.
Performance of this market research shall be in real time documenting possibility of competition.
