The voice mail feature shall be able to allow a station user access to a user’s voice mail box for retrieving, changing, deleting, or editing the messages. A voice mail feature should be able to store up to either 20 or 30 messages simultaneously.

Definitions of Requirements.

A and B Signaling. Digital Signaling Level 1 (DS-1) signaling format (56 Kbps maximum data channel) occurs when one bit is robbed from the sixth frame and uses alternate mark inversion (AMI) encoding. The bits are used to carry call setup and supervision information between connected switching systems. This standard framing is being replaced by extended super framing (ESF) and B8ZS encoding that permit a 64 Kbps clear channel.

Access Area. A specific calling area that describes the access of customers to a designed area. See Extended Area of Service

(EAS).

Access Signaling. Signaling system used by equal access end offices to transmit originating information and address digits to the customer’s premises and includes the means of verifying the receipt of these address digits. Information usually includes identification of the call type, the ten digit telephone number of the calling party, and wink supervisory signals.

Activation Date. The date a local communications service is activated.

Address Signaling. Any Bell core defined addressing schemes (e.g., Dual Tone Multi Frequency (DTMF), etc.) used by lines and trunks.

Analog Line. A subscriber line that transmits information in analog signal. An analog line is termed tip and ring which carries one bi-directional telephone call.

Analog Signal. A signal where the amplitude varies with time.

Answer Supervision. Off-hook indication of the called party that is returned to the originating switch when the called party answers. This triggers any billing mechanisms at the originating switch to begin for the calling party (or in the case of 800 number to the called party). Thus, calling parties are not billed for unanswered calls.

Area Code Restriction. A feature which identifies the three digit Numbering Plan Area (NPA) codes and either allows or denies direct distance dialing to those area codes.

Asynchronous. A typical framing of data stream is delineated by start and stop bits arranged in an identifiable pattern that the transmission equipment and software can detect. Loss of framing causes loss of signal and can cause some user equipment to lose data for drop off-line. Examples are as follows:

• When the receiver is unable to determine ahead of time when an arrival event shall occur.

• In the telephone network, transmission is not synchronized to a public network Stratum 1, Stratum 2, or Stratum 3 clock, such as the Fiber Optic Terminals using DS-3 or other propriety 150 Mbps transmission rates, or private T-1s network.

• Slow speed data sent character by character at rates of 110 to 19,200 bps. The sender and receiver are synchronized for each individual character via a start and stop pulse. These are normally found on dial-up circuits.

• Asynchronous Transfer Mode (ATM) systems.

Asynchronous Transfer Mode (ATM). A high bandwidth technology (OC-1/3) for transferring information over a digital communication network. A multiplexed information transfer and switching method in which information is organized into a fixed length of 53 octet cells and transmitted according to each application’s need. The ATM system can typically aggregate multiple types of data streams of very different functions, e.g., DS-1, OC-1, Ethernet, and Fiber Distributed Data Interface

(FDDI).

Automated Attendant. Service provided by a voice processing system which performs attendant functions such as answering calls, extending calls, and may be associated with providing voice mail service. These systems provide voice prompts to which users respond via the Dual Tone Multi-Frequency keypads on their telephone sets.

Automatic Number Identification (ANI). The billing number of the calling party’s assigned directory number in a telephone call. ANI automatically identifies and transmits to the connecting switching system the originating station directory number.

A switching system feature that enables a Contractor to bill telephone calls without requiring customers to enter a Personnel Identification Number (PIN) number. This feature is used in automatic message accounting schemes as well as 911 systems to identify the calling party.

A position or location intended to provide a physical termination of a transmission facility. The demarcation typically is designated to be a patch and cross connect panel (e.g., DSX, fiber patch panel, Cat 3/5/6/7/8 panel) or a terminal block (e.g., split 66 type connector block, 110 type terminal block, distribution wire wrap terminal block). The demarcation serves to designate the responsibility limit for a transmission system or circuit beyond which maintenance or activation becomes the responsibility of another service or transmission carrier. Typical demarcations are as follows:

• Analog DS-0 - Terminal block on wall mounted block or distribution frame.

• DS-1 - DSX cross connect panel.

• Category 3/5/6/7/8 - RJ-45 jack panels.
