About this opportunity

The Naval Sea Systems Command (NAVSEA) is procuring MT7 Turboshaft production engines and installation kits for the Landing Craft, Air Cushion (LCAC) 100 Class Ship to Shore Connector program. The procurement includes up to 12 MT7 Turboshaft production engines, 3 MT7 Turboshaft engine installation kits, and short-term engine storage services. NAVSEA intends to award a Firm Fixed Price commercial contract on a sole-source basis to Rolls-Royce Corporation, located at 450 S. Meridian St., Indianapolis, IN 46225, under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1. The justification for sole-source procurement is that Rolls-Royce is the only responsible source and sole manufacturer of the LCAC 100 Class MT7 Turboshaft engine and installation kits, with no other supplies or services able to satisfy agency requirements. The original posting date was October 9, 2024, with a due date of March 28, 2025, and the contract has since been awarded as of the August 5, 2025 update.

This procurement does not utilize any set-aside designations and Rolls-Royce Corporation has been identified as the sole contractor for this requirement. The contract award notice indicates that NAVSEA has already awarded a contract modification to Rolls-Royce Corporation for the procurement of MT7 Turboshaft engines, ancillary parts, and installation kits. The engines will be supplied as Government Furnished Equipment to Textron Systems Corporation for incorporation into LCAC 100 Class craft. The MT7 engine shares commonality with the AE1107C engine used on V-22 Osprey aircraft, and Rolls-Royce possesses unique technical knowledge as the original equipment manufacturer. According to the Justification and Approval documents, developing an alternative source would require 5-7 years and cause unacceptable delays to Navy requirements. Companies interested in subcontracting opportunities are directed to contact Rolls-Royce Corporation directly through Ms. Nicola Baker at Nicola.Baker@rollys-royce.com.
