About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition for a sole source contract award to Rolls-Royce Corporation. The Naval Sea Systems Command, Shipbuilding Contracts Division is awarding a supply contract to Rolls-Royce Corporation (450 S. Meridian Street, Indianapolis, IN 46225) for MT7 Turboshaft engines supporting the Landing Craft, Air Cushion (LCAC) 100 Class Ship to Shore Connector (SSC) program.

The procurement includes up to twelve (12) MT7 Turboshaft production engines, up to three MT7 Turboshaft engine Ancillary Parts Kits, and up to three engine Installation Parts Kits, all supplied as Government Furnished Equipment (GFE) to Textron Systems Corporation for incorporation into LCAC 100 Class craft. The performance period runs from September 2028 to June 2029, funded through FY25 Shipbuilding and Conversion, Navy (SCN) appropriations. The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, stating that only one responsible source exists and no other supplies or services will satisfy agency requirements. Rolls-Royce is identified as the sole designer, developer, and manufacturer of the MT7 engine, which shares common core configuration with the AE1107C engine used on V-22 Osprey aircraft. The document indicates that developing an alternative source would require 5-7 years and cause unacceptable delays to Navy requirements.
