About this opportunity
The Department of Justice Bureau of Prisons Field Acquisition Office is conducting market research for landfill services at the Federal Correctional Institution (FCI) Leavenworth in Kansas. The agency seeks a contractor to provide landfill disposal services through an indefinite-delivery, requirements-type contract with a 12-month base year and four optional 12-month renewal periods. Potential contractors must be registered in the System for Award Management (SAM) and will be evaluated based on their ability to provide services within a 30-mile radius of FCI Leavenworth, compliance with federal, state, and local regulations, and experience in correctional environments. The market research questionnaire, which will be distributed through the General Services Administration's SAM website, must be completed and submitted by June 16, 2025, at 1:00 pm CDT via email to llwheeler@bop.gov. Eligible contractors include faith-based and community-based organizations, and businesses can seek assistance from a local Procurement Technical Assistance Center (PTAC) if needed.
The procurement does not have a specific small business set-aside, though the NAICS Code 562212 (Solid Waste Landfill) has a small business size standard of $47 million. The estimated annual service requirement is 1,200 tons of landfill services, with an anticipated monthly delivery of 100 tons. While no specific award value is mentioned, the contract structure suggests a requirements-based pricing model with firm-fixed unit prices. Potential vendors will be evaluated on their business size, small business program eligibility, capability to provide services as a prime or subcontractor, subcontracting levels, compliance with federal acquisition regulations, insurance capabilities, commercial marketplace availability, and previous industry experience. The disposal facility must be approved by the Kansas Department of Health and Environment and operate in full regulatory compliance.
