About this opportunity

The National Park Service is soliciting a firm fixed-price contract for landfill and recycling services for Sequoia and Kings Canyon National Parks through solicitation number 140P8525Q0058. The selected contractor will operate a Material Recovery Facility (MRF) to process approximately 228 tons of general refuse from two park locations (Red Fir and Grant Grove), providing comprehensive waste management and recycling support that includes sorting, recycling, and disposal services. The contractor must provide self-haul charges per ton, weigh incoming trucks, sort recyclable materials, and generate detailed weight tickets for each load delivered by National Park Service employees and trucks. Offers will be evaluated based on three primary factors: price, technical capability, and proximity to Sequoia and Kings Canyon National Parks, with the government seeking the most advantageous offer rather than simply the lowest price. Questions regarding the solicitation must be submitted by email to lisa_henson@nps.gov by June 17, 2025, at 1:00 PM Pacific Time, and quotes are due by June 25, 2025, at 5:00 PM Pacific Time.

This procurement is designated as a 100% total small business set-aside under NAICS code 562111 (Solid Waste Collection) with a small business size standard of $47 million in average annual receipts. No incumbent contractors are identified in the solicitation documents, and no specific award values or budget ranges are disclosed beyond the pricing schedule requirement for 228 tons of refuse processing. The contract performance period runs from August 1, 2025, through July 31, 2026, with the contractor required to comply with California state laws and emphasize green technology that minimizes recyclable materials entering landfills. The place of performance is located at 47050 Generals Highway, Three Rivers, California 93271, and the contractor must provide monthly billing with detailed documentation. The solicitation also includes Department of Labor wage determination requirements for Tulare County, California, with minimum wage rates of $17.75 per hour for contracts entered into on or after January 30, 2022.
