About this file
This is a Statement of Work (SOW) for Landfill and Recycling Services for Sequoia and Kings Canyon National Parks. The document outlines a requirement for a Material Recovery Facility (MRF) to process approximately 228 tons of general refuse from two park locations (Red Fir and Grant Grove) during the performance period of August 1, 2025, through July 31, 2026. The National Park Service will use its own employees and trucks to transport the refuse, and the selected facility must provide self-haul charges per ton, weigh incoming trucks, sort recyclable materials, and generate detailed weight tickets for each load. The facility will bill monthly, with an emphasis on using green technology that minimizes recyclable materials in landfills and complies with California state laws.

Statement of Work
LANDFILL AND RECYCLING SERVICES
Sequoia and Kings Canyon National Parks
Objective:
Sequoia and Kings Canyon National Parks has a requirement for trash disposal and recycling services of park refuse.
Background:
Sequoia and Kings Canyon National Parks utilizes a government-operated refuse collection process that is completed by National Park Service (NPS) employees and uses government-owned trash hauling trucks. The trash is collected throughout Sequoia and Kings Canyon’s campgrounds, picnic areas, visitor centers, concessioner restaurants and lodging, NPS housing and other visitor use areas.
A large portion of the trash that is collected is recyclable material that has been discarded along with the general refuse. The park uses its resources to haul the trash from the Parks to a Material Recovery Facility (MRF) or landfill which eliminates the extra cost of pick-up fees from a contracted hauling service. A MRF sorts the general refuse from the recyclable materials using manual and automated sorting techniques at a substation. The MRF then hauls the sorted general refuse off to a local land fill for disposal. This type of facility is the desired green method which limits the amount of recyclable material being added to the local landfills. We are requesting the use of this type of facility.
Requirement:
In accordance with California state laws, the selected facility will be used to sort, recycle, and dispose of general refuse generated in Sequoia and Kings Canyon National Parks. The refuse will be hauled from Sequoia and Kings Canyon National Park to the facility using NPS employees and NPS trash hauling trucks. Once delivered by government-owned employees and equipment, the selected facility shall be responsible for sorting, recycle, and landfill options of NPS refuse.
The selected facility must provide a self-haul charge for general refuse per ton, per load delivered service. The facility must have the capability to weigh the incoming NPS trash hauling truck upon arrival and then again after the NPS Trash Hauling trucks cargo has been dumped; this will determine the amount to be charged per ton. After weighing in and out, the facility must be able to provide the NPS trash hauling truck driver with a weight ticket that provides the following weight and cost information:
Vendor’s name and address
Ticket and customer number
Date and time
Material
Gross Weight
Tare Weight
Net Weight
Quantity in tons
Rate charged per ton
Total to be charged

The facility must charge by the ton and bill for each NPS Trash Hauling truck load delivered on a monthly basis. The park will deliver approximately 26 loads of general refuse to the facility from Sequoia and Kings Canyon between the described periods of performance. An estimated 128 tons (16 loads at 8 tons per load) from the Red Fir and 100 tons (10 loads at 10 tons per load) from Grant Grove for a total of 228 tons of Sequoia and Kings Canyon National Park refuse. The use of a MRF as a green technology for disposal of our general refuse and continues to be the desired goal for Sequoia and Kings Canyon National Park.
Period of Performance:
August 1, 2025, through July 31, 2026
