About this opportunity

The U.S. Army Corps of Engineers, Vicksburg District, is soliciting quotes for comprehensive operation and maintenance services at the Lake Chicot Pumping Plant, Connerly Bayou Dam, and Ditch Bayou Dam facilities. The procurement encompasses routine maintenance services including janitorial services, grounds inspection and litter pickup, mowing and trimming, rip-rap area spraying, fire ant treatment, pest control, water supply delivery, trash disposal, elevator certification and maintenance, and HVAC services. Offerors must submit detailed quotes with specified content, and those failing to meet requirements may be deemed non-responsive and removed from consideration. The evaluation will be based on three factors: capability (successful/unsuccessful), past performance (satisfactory/unsatisfactory), and price, with award going to the lowest-priced, technically acceptable offer. The government intends to award without discussions while reserving the right to conduct discussions if deemed advantageous. The solicitation due date has been extended from August 25, 2025, to September 3, 2025, at 10:00 AM CST following Amendment 0001.

This solicitation was initially issued as a 100% HubZone set-aside but has been amended to a total small business set-aside under NAICS code 561210 (Facilities Support Services) with a size standard of $47 million. The contract structure includes a base year and four optional one-year extensions, plus an additional six-month option period, though the specific award value range is not disclosed in the available documentation. Services are structured with consistent monthly deliverables including 12 months of cleaning and grounds services, varying mowing schedules (2 months in March and October, 6 months from April through September), and lump sum services for specialized treatments. The place of performance is Vicksburg, Mississippi, where the facilities are located. No incumbent contractor information is provided in the solicitation materials, and the government seeks to establish a firm-fixed-price contract for these ongoing facility maintenance requirements.
