About this opportunity
The United States Army Corps of Engineers Engineer Research and Development Center (ERDC) is procuring pond cleanup and valve repair services at the Lewisville Aquatic Ecosystem Research Facility (LAERF) in Lewisville, Texas. The contractor must clear ten existing ponds of plant material and debris while repairing three-way valves, clear five additional ponds with installation of sectional shutoff valves, repair linear breaks in 8-inch raw water lines, and clear three drainage ditches connecting all ponds. The work requires removing vegetation and debris while preserving the bentonite layer in the ponds, replacing non-functional 6-inch gate valves with 8-inch in-line shutoff valves, and ensuring ponds are mowed and tilled to 6 inches for successful completion. The contract will be evaluated on a best-value basis considering technical factors, past performance, and price, with technical and past performance weighted more heavily than price. The solicitation deadline was extended multiple times, with the final submission date set for May 19, 2025, at 3:00 PM CST, and mandatory site visits were conducted on April 9 and May 8, 2025.
This opportunity is set aside for small businesses under NAICS code 562910 (Remediation Services) with a size standard of $25,000,000, and no incumbent contractor is identified in the documentation. The performance period runs from June 16, 2025, to June 15, 2026, with potential options for extensions, and the government reserves the right to make multiple awards if deemed beneficial. The work involves approximately 3,200 feet of 8-inch underground pipe servicing the facility's ponds, with an expected 1-2 week drying period required after dewatering before cleanup can begin. Four known mainline leaks have been identified in specific ponds that require assessment and repair as part of the scope. The place of performance is specifically at the Aquatic Ecology & Invasive Species Branch research facility located in Lewisville, Texas, where contractors will need to coordinate with facility personnel and follow safety protocols including protective footwear during site operations.
