About this opportunity

The Naval Sea Systems Command, through the Naval Undersea Warfare Center Division, Keyport, is conducting market research to identify potential contractors capable of performing laboratory renovation and building upgrade work. The project scope includes removal and replacement of counters, sinks, and counter-mounted utilities; asbestos abatement; epoxy flooring installation; and installation of a new ductless split unit, with the contractor responsible for providing all necessary labor, materials, and equipment. A critical requirement is that offerors must obtain and maintain Cybersecurity Maturity Model Certification (CMMC) Level 2 certification prior to contract award, with compliance verified through the Supplier Performance Risk System before award determination. This is a voluntary sources sought notice (RFI) designed to gather capability information rather than to solicit formal proposals, with responses collected through a questionnaire format. The response deadline is May 4, 2026, and interested parties must submit the completed "Questionnaire for Industry" document via email to john.p.gathu.mil@us.navy.mil, with all submissions required to comply with Operations Security requirements and exclude any classified or controlled information.

No set-aside designation has been applied to this opportunity, and no incumbent contractor or award value information is specified in the notice. The questionnaire requests respondents to address nine key topics, including their CMMC 2.0 certification status, capability to perform the described renovation work, recommended NAICS and Federal Supply Classification codes, Small Business Administration status, estimated project costs, and anticipated schedule requirements following contract award. No specific budget range or estimated dollar value has been disclosed at this pre-solicitation stage. The Navy has indicated that submission of information in response to this sources sought notice is entirely voluntary and that the government assumes no financial responsibility for any costs incurred by respondents. Interested contractors should note that this notice does not constitute a formal Request for Proposal, though respondents are asked whether they intend to submit a proposal if the requirement is formalized into a subsequent solicitation.
