About this opportunity
The FDA Office of Regulatory Affairs is conducting market research via RFI to identify sources for industrial-grade liquid nitrogen supply and bulk storage tank rental at its San Juan Laboratory, with responses due by July 27, 2026 at 10:00 AM Eastern Time. This is a Total Small Business set-aside under NAICS 325120 (Industrial Gas Manufacturing).
The FDA anticipates a five-year contract structure comprising one base year plus four one-year option periods, requiring approximately 540 gallons of industrial-grade liquid nitrogen monthly (6,480 gallons annually) with monthly or as-needed deliveries. The liquid nitrogen must meet strict purity specifications: minimum assay of 99.998%, oxygen less than 10 ppm, moisture less than 10 ppm, and carbon monoxide less than 15 ppm, with a Certificate of Analysis provided for each delivery.
The vendor must provide, maintain, and service a bulk liquid nitrogen storage system with a minimum 1,500-gallon capacity including vaporization capability, tank volume monitoring, maintenance, safety inspections, and leak verification before vehicle departure from the facility. All pricing must be all-inclusive of fees, surcharges, taxes, delivery costs, hazardous material fees, and rental charges.
Respondents should submit a capabilities statement (maximum 10 pages) addressing company information, technical capability, bulk storage tank capability, quality assurance processes, past performance within the last five years, optional rough order of magnitude pricing, regulatory compliance confirmation, and delivery schedule capabilities. This RFI is for market research and planning purposes only; a formal solicitation may or may not be issued and will be posted on SAM.gov if released. Contact Nina Montgomery, Contract Specialist/Contracting Officer, at Nina.Montgomery@fda.hhs.gov.
