About this opportunity
The Drug Enforcement Administration (DEA), a civilian agency within the Department of Justice, issued this Special Notice on April 7, 2026, regarding a sole source purchase order for Lab Data Management services. The DEA intends to award the contract to Mettler Toledo for LabX proprietary software licenses and related services. Mettler Toledo has been identified as the sole provider capable of delivering these specialized data management capabilities, as no other vendor can replicate the unique qualifications of the LabX system. The acquisition is authorized under FAR 6.302-1, the sole source justification provision. The Special Notice is classified under NAICS 541519 (Other Computer Related Services) and PSC category 7A21 (IT and Telecom - Business Application Software).
The primary objective is to secure comprehensive operations and maintenance support for the LabX system, which serves the DEA's Office of Forensic Sciences across seventeen laboratory locations nationwide, supporting over 500 DEA employees and headquarters staff. The contractor must provide complete LabX upgrade and customization, ongoing operations and maintenance of production versions, minor configuration changes using agile methodology, and alignment with vendor software updates. Key responsibilities include requirements gathering, system administration, helpdesk support via phone and email across all continental U.S. time zones, Service Desk monitoring and reporting, and defect identification and correction. The deadline for submissions is April 22, 2026, providing a fifteen-day response window. Since this is a sole source award, only Mettler Toledo is eligible to participate, though the Special Notice allows for a comment period before final award authorization.
