About this opportunity
The Department of the Air Force Pacific Air Forces awarded a sole-source contract (FA521526P0020) to Systems Integration Group on August 20, 2026, for troubleshooting and repair services on the failed Power Plant Automatic Control System at Kaena Point Space Force Station, with an estimated total contract value of $10,102.99.
The justification cites the proprietary nature of the ACS logic controller, which relies exclusively on Systems Integration Group's proprietary software architecture and source code access. No other vendor possesses the specialized interface tools and system engineering rights required to repair the equipment without compromising its structural and software integrity. Market research conducted June 1–11, 2026, identified two local electrical and utility service vendors on Oahu but confirmed neither held the necessary proprietary software access or original system designer rights.
The acquisition is driven by urgent operational necessity. The ACS is currently inoperable, preventing automatic backup power transfer for critical satellite tracking loads. The system failure has forced the installation to maintain continuous 24/7 manual operator manning, creating unsustainable manpower strain and increased human error risk. When restored, the ACS must achieve automated outage sensing and transition capabilities, transferring mission loads to emergency backup generators within approximately 30 seconds of commercial grid failure, using non-destructive testing to preserve existing generator switch gears and breakers.
The contracting activity (766 ESS/PKI) conducted this acquisition under Simplified Acquisition Procedures (RFO Part 13), with authority derived from RFO 13.101(b). The Determination and Findings was executed on June 17, 2026. Place of performance is Kaena Point Space Force Station.
Notice text
Kaena Point Space Force Station has a critical requirement for highly specialized engineering labor, trouble shooting, and software repair services for the failed Power Plant Automatic Control System (ACS). The scope of this effort requires the contractor to safely assess, test, evaluate, troubleshoot, and repair the localized, closed loop computer logic controller that operates the installations power plant emergency automatic control system. The repaired system must successfully achieve automated outage sensing and transition capabilities, transferring critical satellite tracking mission loads to emergency backup generators within approximately 30 seconds of a commercial grid failure. Testing must be non-destructive to ensure the total structural and software integrity of the existing generator switch gears and breakers.
Awarded contract FA521526P0020 to unknown vendor for unknown amount on 2026-08-20.
