About this file

This is a Determination and Findings (D&F) memorandum for a single-source acquisition authorizing the U.S. Space Force (766 ESS/PKI contracting activity) to procure troubleshooting and repair services for a failed emergency generator Automatic Control System (ACS) from Systems Integration Group. The total estimated contract value is $10,102.99, which falls below the Simplified Acquisition Threshold (SAT). The acquisition will be conducted under Revolutionary FAR Overhaul (RFO) Part 13, Simplified Acquisition Procedures, with authority derived from RFO 13.101(b).

The justification for single-source procurement centers on the proprietary nature of the ACS logic controller, which relies exclusively on Systems Integration Group's proprietary software architecture. The ACS monitors the power plant installation, detects commercial outages, and automatically transfers mission loads to backup generators within 30 seconds. No other vendor possesses the proprietary source code access and specialized interface tools required for repair without compromising system integrity. Market research conducted June 1-11, 2026, identified two local electrical and utility service vendors on Oahu through GSA searches, but neither possessed the necessary proprietary software access or system engineering rights held exclusively by the original system designer. The acquisition is driven by urgent operational necessity: the ACS is currently inoperable, preventing automatic backup power transfer for critical satellite tracking loads, forcing the installation to maintain continuous 24/7 manual operator manning that creates unsustainable manpower strain and increased human error risk. The D&F was executed by Contracting Officer Garcia Paula Renee on June 17, 2026.

CONTROLLED UNCLASSIFIED INFORMATION

Determination and Findings for a Single-Source Acquisition (RFO Part 13)

MEMORANDUM FOR THE RECORD

SUBJECT: Determination and Findings

Single-Source Acquisition for Automated Control System Troubleshoot Service

1. Identification of Agency and Contracting Activity:

Agency: Department of the Air Force - US Space Force

Contracting Activity: 766 ESS/PKI

Purchase Request Number:

2. Nature and Description of the Action Being Approved:

This Determination and Findings (D&F) authorize the solicitation from a single source, Systems Integration Group, for the acquisition of highly specialized engineering labor, troubleshooting, and software-level repair services for the failed emergency generator Automatic Control System (ACS). The total estimated value of this acquisition is $10,102.99, which is at or below the Simplified Acquisition Threshold (SAT). This action will be conducted using the procedures set forth in Revolutionary FAR Overhaul (RFO) Part 13, Simplified Acquisition Procedures.

3. Citation of Applicable Statutory and/or Regulatory Authority:

The authority for this action is RFO 13.101(b), which permits soliciting from a single source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

4. Findings:

These findings detail the specific circumstances and facts that support the determination.

Brand Name or Particular Feature-The acquisition requires a particular brand-name item, Systems Integration Group proprietary software configurations, because the Automatic Control System (ACS) logic controller relies entirely on a proprietary software architecture exclusive to his vendor. The requested troubleshooting and repair services must be perfectly compatible with the existing software logic that monitors the installations power plant, senses commercial outages, and automatically transfers mission loads to backup generators within 30 seconds. Use of any other vendor would not be interoperable, as standard commercial contractors lack the proprietary source code access and specialized interface tools required to modify or restore the system logic.

Attempting to utilize a different vendor would result in an incomplete repair, void system integrity, and ultimately require a complete costly system replacement.

Furthermore, the requirement carries an urgent operational need. Because the automatic sensing and transition logic of the ACS is currently inoperable, they system cannot automatically transfer critical satellite tracking loads to emergency generators, during a utility power outage. To mitigate this severe risk to the Space Force Satelite Control Network, the power plant currently requires continuous, 24/7 manual physical manning by an on-duty operator. This temporary manual workaround places an unsustainable strain on unit manpower, artificially inflates operational overhead, and exposes the installation to a higher margin of human error during an emergency. Delayed restoration represents an unacceptable risk to active satellite command and tracking missions.

Market research was conducted on June 1, 2026 through June 11, 2026

Market research was conducted by reviewing local contractor capabilities, a search of GSA for vendors who are on Oahu who are listed as providing electrical and utility services-2 were found but were determined not to possess the proprietary software access and system engineering rights held by the original system programmer and designer, (as this is a custom-made system by Systems Integration Group) required to diagnose and repair this specific closed-loop logic controller without voiding system integrity. This research confirmed that Systems Integration Group is the sole source reasonably available to satisfy the Governments needs, as they possess the exclusive software components and baseline configuration knowledge required to restore the ACS without a costly, full-scale system replacement.

5. Determination:

Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a single-source acquisition under the authority of RFO 13.101(b) is justified and in the best interest of the Government.

6. Expiration Date:

This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
