About this opportunity

The Department of State issued Request for Quotations number 19PS4725Q0010 for the procurement of one brand new 12-passenger vehicle for the U.S. Embassy in Koror, Palau. The solicitation sought a left-hand drive passenger van with automatic transmission, diesel engine, white color, and 5-star ANCAP safety rating, featuring comprehensive safety systems including anti-lock braking, vehicle stability control, parking sensors, airbags, and modern audio/entertainment capabilities. Offerors were required to be registered in the System for Award Management (SAM) database and submit electronic quotations including SF-1449, pricing information, representations and certifications, and proof of SAM registration. The government intended to award based on the lowest price from a responsible offeror submitting an acceptable quotation, with quotations originally due by 4:30 PM on September 3, 2025. However, Amendment 0001 issued on September 25, 2025, cancelled the entire solicitation due to a failed solicitation process.

This procurement opportunity utilized no set-aside designation and was open to all qualified contractors. No incumbent contractors or potential award values were specified in the solicitation documents. The contractor would have been required to deliver one complete vehicle within 90-120 days of contract award, with delivery scheduled between 7:30 AM and 4:00 PM at the U.S. Embassy Koror Chancery Building in Airai, Palau. The vehicle specifications called for configurable seating accommodating 2-12 passengers and included a minimum warranty requirement of 3 years or 100,000 kilometers. Performance was to take place in Koror, Palau, with the contractor required to demonstrate established business presence in Koror or Palau along with adequate personnel, equipment, and financial resources to complete the work.
