About this opportunity
The Department of Veterans Affairs is preparing to procure a leased office facility for a Vet Center in Kona, Hawaii, with a sources sought notice due by May 30, 2026. This is market research to determine whether the acquisition should be set-aside for Service-Disabled Veteran-Owned Business (SDVOSB) or Veteran-Owned Business (VOSB) concerns; if two or more VOSB firms respond, the requirement will be set-aside accordingly.
The property must be located within a delineated area bounded by Mamalahoa Highway to the north, Hawaii Belt Road to the south, Highway 190 to the east, and the Pacific Ocean to the west, and must not be located within the 100-year floodplain. The VA seeks to lease a maximum of 3,058 assignable square feet (not to exceed 4,334 rentable square feet) with 15 reserved parking spaces, including 3 ADA-compliant spaces. The lease term is 20 years: 10 firm years with 90-day termination rights after the initial period, plus 10 soft years.
The facility must comply with federal and local fire safety and accessibility standards and must be distant from incompatible properties including liquor establishments, treatment centers, marijuana dispensaries, and industrial areas. The VA prefers a fully serviced lease including operating costs and utilities; private wells and septic systems are not acceptable. Anticipated construction and buildout costs range from $100,000 to $250,000. Monthly rental payments will be made in arrears upon facility acceptance; the VA may elect lump-sum or amortized payment for tenant improvements with no progress payments during design or construction.
Respondents must submit detailed owner contact information, proof of location within the delineated area, flood plain documentation, site plans with ADA compliance, and a capabilities statement demonstrating technical and financial capacity. Responses are due by 4:00 PM CST on May 30, 2026, to Garry Alexander (garry.alexander@va.gov) or Dominic Mabine (dominic.mabine@va.gov) with subject line "Kona Vet Center."
