About this opportunity
Pacific Air Forces seeks removal of water from the interstitial space of a 5,500-gallon fuel tank in Building 6 at Koke'e Air Force Station, Waimea, Hawaii, with proposals due July 1, 2026 and questions due June 8, 2026. The procurement is set aside for Total Small Business and issued as a firm-fixed-price Request for Quote under NAICS 562112, Hazardous Waste Collection.
Place of performance is Waimea, Hawaii. The contractor must furnish all labor, materials, equipment, supervision, and engineering to remove water from the tank's interstitial space, including assessment of water volume and access points, post-removal inspection and verification, sampling and testing of extracted water for hydrocarbons and microbial growth in compliance with EPA and state regulations, comprehensive documentation with photographs, cleaning and drying of the interstitial space, debris and sludge removal, vapor control operations where necessary, and corrosion treatment application where required during inspection. The government estimates the period of performance at approximately three months from award. Personnel accessing Koke'e Air Force Station must be U.S. Citizens, hold REAL ID Act-compliant identification, complete an EAL form, undergo criminal background checks, and attend site safety and security briefings.
The solicitation itemizes pricing for Fuel Tank Water Removal (1 LOT) and Travel Cost (2 EA) with Net 30 payment terms. Award will be made to the responsible offeror whose quote is most advantageous considering technical capability and price. The Q&A document posted June 10 clarified that the exact water volume is unmeasured, access ports are unknown and may require creation, and the government will not require corrosion treatment as a contractual requirement. A site visit is available upon request. Contractors may select any certified laboratory meeting federal and state requirements for water analysis.
