About this file
This is a Questions and Answers document for the Kokee Water Fuel Tank Removal Solicitation, issued on 10 June 2026. The document addresses contractor inquiries regarding the removal and remediation of water from a 5,500-gallon diesel fuel tank located at Building 6 of Kokee Air Force Station.
Key project details include: the tank currently remains in service with active fuel supply to generators; the contractor must remove accumulated water from the interstitial space, though the exact volume has not been measured; access ports to the interstitial space are unknown and may require creation by the contractor; no formal inspection reports or condition assessments currently exist; power and water are available on site to support pumping and extraction equipment; and site visits are available by submitting a Site Access Request to the facilities security manager. The government estimates the period of performance at approximately three months from award, though each offeror must propose their own projected schedule. Contractors may select any certified laboratory meeting federal and state requirements for water sample analysis. The government clarified that corrosion treatment identified during inspection is not required and that the sole objective is to remove existing water to mitigate EPA and environmental violations related to water contamination in the fuel tank. The water source is suspected to be condensation but remains unverified; the government anticipates replacing the tank at a later date. No tank photographs are currently available, and no corrosion inhibiting treatment will be a contractual requirement or modification.

Kokee Water Fuel Tank Removal Solicitation
Questions & Answers
10 June 2026
Government responses are below in red.
• 1. Water Volume Is there an existing inspection report or sensor reading that indicates the approximate volume of water currently present in the interstitial space of the 5,500 gallon tank?
o No, there is no current report or sensor reading
• 2. Access Points Does the tank currently have existing access ports to the interstitial space or will the contractor need to create access? If existing ports are present how many and where are they located?
o Unknown access ports. Typically interstitial spaces on these tanks are sealed. Contractor may need to create access ports.
• 3. Fuel Type What type of fuel is stored in this tank? This affects vapor control and degassing requirements as well as disposal classification.
o Diesel
• 4. Tank Status Is the tank currently in service or has it been taken out of service prior to this work?
o Everything is still piped in and generators are fueled by this tank; yes it is still currently in service
• 5. Known Condition Are there any existing inspection reports, ATG readings, or known deficiencies regarding the tank condition such as corrosion, coating damage, or monitoring system issues that the contractor should be aware of prior to submitting a quote?
o No formal condition reports exist at this time
• 6. Period of Performance The PWS does not specify a required completion date.
What is the expected period of performance from date of award?
o Each offeror shall propose their projected schedule and period of performance to meet this effort. However, the Government estimates that the period of performance could be within 3 months from award.
• 7. Site Utilities Are power and water available on site at Building 6 to support pumping and extraction equipment?
o Yes, power and water
• 8. Site Visit Is a site visit available prior to the quote due date of June 4? If so what is the process to schedule one given the controlled access requirements at Kokee
AFS?
o Yes. A Site Access Request (SAR) will be required for coordination with the facilities security manager.
o If a site visit can be held, the Government will publish this information separately.
• 9. Lab Testing Does the government have a preferred certified laboratory for water sample analysis or is the contractor free to select any certified lab that meets federal and state requirements?
o Any lab that can perform the test is sufficient
• 10. Corrosion Treatment If inspection findings recommend corrosion inhibiting treatment per PWS section 3.8 is that considered within the firm fixed price or would that be a separate modification?
o No corrosion treatment will be necessary if identified in inspection findings. The only requirement is to report on the condition.
• 11. Tank Pictures Are there pictures available?
o No pictures are available at this time
• 12. Water Amount Do you know the estimated amount of water that needs to be pumped out?
o No, the amount has not been specifically measured
• 13. Water Source Is the method by which the water is entering the tank known? If so, was it resolved?
o There has been conjecture that it could be from condensation, though this has not been verified. Therefore, no, it has not been resolved. The Government anticipates installing a new tank at a later date. The purpose of this specific requirement is to remove existing water in order to mitigate risks of current EPA/environmental violations.
