About this opportunity
The Department of State US Embassy Paris seeks renovation of one kitchen in one USG Building, with quotations due August 20 at 14:00 local time Paris. The procurement is an RFQ (19FR6326Q0097) with no set-aside, and the Government intends to award a fixed-price contract to the lowest-priced technically acceptable responsible offeror without discussion, though discussions may be held with companies in the competitive range if necessary. The anticipated contract value is less than $100,000.
Place of performance is 2 Avenue Gabriel, Paris 75008, France, specifically Room B15, Building B. The scope comprises two lots: Lot 1 encompasses complete kitchen fit-out including demolition, ceramic tiling (Mosa Terra Maestricht porcelain, 60×60 cm, light cool grey), IKEA-equivalent cabinetry with integrated appliances (two refrigerator/freezers, two microwave ovens), melamine countertop with stainless steel two-bowl sink, new plumbing and hot/cold water lines, dedicated electrical circuits with backsplash-mounted outlets minimum 300 mm from sink per NF C 15-100, concealed LED under-cabinet lighting with occupancy sensor, and reinstatement of existing water fountain. Lot 2 requires partial demolition of a non-load-bearing partition to 2,000 mm finished floor level and installation of proprietary atelier-style steel-framed glazed screen with transparent laminated safety glass (33/2—6 mm) above that height, including 200 mm coffee bar shelf and vertical steel column support (80×80 mm hollow square, maximum 1.2 m spacing). All work must comply with French standards (NF DTU 60.1, NF C 15-100, NF DTU 52.2) and conclude with CONSUEL electrical compliance certification. Structural calculations for Lot 2 require engineer certification and Contracting Officer's Representative approval prior to fabrication.
The contractor must commence work within 15 working days of award and complete all work within 30 working days of start. Liquidated damages are EUR 250 per calendar day for late completion. Pricing is in Euros excluding 20% VAT. The contractor must demonstrate prior kitchen renovation experience over three years, maintain English and French-speaking on-site supervision, provide general liability insurance of minimum EUR 9,000,000 per occurrence, and submit performance and payment security (bond or bank letter of guaranty) equal to 20% of contract price, reduced to 10% after final acceptance. All contractor personnel must obtain Embassy access authorizations and be accompanied by Embassy-provided escort. A mandatory site visit occurred July 23 at 14:00. An amendment issued July 24 updated the scope of work (Attachment 1b) and drawings (Attachment 2b); contractors must acknowledge receipt of this amendment prior to submission.
