About this opportunity

The U.S. Army Corps of Engineers Nashville District is preparing to solicit a bifurcated contract for the Kentucky Lock Approach Walls project located at Tennessee River Mile 22 in Grand Rivers, Kentucky. The procurement involves a base contract for constructing a 1,200-foot downstream fixed approach wall, downstream cofferdam demolition, and approach area blasting and dredging. An optional line item will include upstream floating approach walls, upstream cofferdam and mooring cell demolitions, and additional approach area work. The solicitation will utilize a staggered two-volume evaluation process, with offerors first submitting Volume I covering past performance and technical factors, followed by a pause while final design is completed. After design finalization, qualified contractors will then submit Volume II, which includes pricing, small business participation plans, and subcontracting details. Proposals will be evaluated through a Best Value Trade Off methodology, with the government determining whether to establish a competitive range or proceed directly to award.

The contract opportunity is classified under NAICS 237990 for Other Heavy and Civil Engineering Construction, with an anticipated project value between $250 million and $500 million. There are no specific set-aside designations for this procurement, meaning it is open to all qualified contractors. The solicitation is currently in a sources sought phase, with interested firms asked to submit capabilities statements, legal business names, business sizes, unique entity identifiers, and relevant past performance. Contractors will have a minimum of 30 days to respond to each volume of the proposal. The project timeline indicates the solicitation will be issued in late fiscal year 2025, with work focused on comprehensive lock approach wall reconstruction and associated infrastructure modifications. Interested parties must be registered in the System for Award Management (SAM) database and can submit their information to contracting officers Cierra Vega and Dellaria Martin.
