About this file
This is a Project Labor Agreement (PLA) questionnaire from the U.S. Army Corps of Engineers Nashville District regarding the Kentucky Lock Approach Walls Contract, which is anticipated to exceed $35M. The document seeks contractor input on PLA experience and impacts through several targeted questions.
The questionnaire asks contractors about their experience with PLAs, including whether those experiences were positive or negative, anticipated schedule impacts from mandatory PLAs, and whether PLA requirements have caused schedule delays in the past. It also inquires about potential staffing issues or small business participation challenges related to PLA mandates, cost implications for proposals, and whether contractors would still submit an offer if a PLA is mandated. Finally, it asks contractors to suggest alternative ways to meet PLA objectives without explicitly requiring one.

KYL PLA Questions
As this project is anticipated to exceed $35M, in accordance with the executive order on Project Labor Agreements please provide the following information:
1. Does your firm have experience with PLAs?
If yes, has it generally been a positive experience or a negative experience?
2. What do you feel are anticipated impacts to schedule as a result of a Project Labor Agreement being mandatory? In your experience has a PLA mandate explicitly attributed to schedule delays?
If a Project Labor Agreement is mandated on this project, would your company submit an offer when the solicitation is issued?
3. Has your firm experienced negative impacts in regard to staffing issues or small business participation as a result of PLA mandate on a project?
If you do have experience with PLAs, do you feel it has exponentially increased a proposals cost?
Are there other ways, in your opinion, that the intent of the PLA could be met without explicitly requiring it?
