About this opportunity
The 81st Training Wing at Keesler Air Force Base, Mississippi, is seeking a contractor to provide fuel and oil services for their open house air show featuring the Thunderbirds, scheduled for October 31 through November 2, 2025, under the theme "A Legacy of Air Force Innovation." The Department of the Air Force Air Education and Training Command requires a contractor to supply one LL 100 AVGAS fuel truck with driver/servicer, deliver 55-gallon drums of smoke oil and lubricating oils to both Keesler AFB and Gulfport-Biloxi Airport, and assist with distributing approximately 20 gallons of government-provided Mogas for generators. The contractor must have their fuel vehicle on-site at Keesler Airfield by 1200 hours on October 30, 2025, and remain available until 1200 hours on November 3, 2025, providing fueling services during specified hours while tracking fuel amounts for both Appropriated Funded and Non-Appropriated Funded aircraft. All contractors must comply with OSHA standards, Air Force safety instructions, and base-specific regulations including security protocols and hazardous materials management procedures. The pre-solicitation notice was posted on September 11, 2025, with a response deadline of September 18, 2025.
This procurement does not utilize any set-aside designation and will serve 22 aircraft from various airshow teams and performers, including 17 different aircraft types ranging from the Thunderbirds' F-16s to vintage warbirds like P-51 Mustangs and T-6 Texans. The aircraft fleet includes 14 Appropriated Fund aircraft and 8 Non-Appropriated Fund aircraft, requiring specific fuel types including 100LL avgas and Jet A/JP-8, along with various airframe oils ranging from 1-10 gallons per aircraft and smoke oil for aerobatic performances. The government will provide up to three single-occupancy rooms for contractor personnel and potentially a fully insured automobile for transportation during the four-day service period. Payment will be made in one lump sum within 30 days of invoice receipt via Wide Area Work Flow, with no advance payments or deposits authorized. The contract falls under NAICS code 324110 (Petroleum Refineries) and PSC code 9130 (Liquid Propellants And Fuels, Petroleum Base), indicating the specialized nature of aviation fuel services required for this military air show event.

such, in addition to contemporary DoD aircraft currently in service there is a need for civilian aircraft as well as heritage and/or
"warbirds" to be contracted/receive renumeration for their appearance. As such, a fueling and oil contractor is required to dispense AVgas, smoke oil, and other lubricants/fuels.
