About this opportunity
The Indian Health Service seeks a pediatric physician to provide non-personal services at the Kayenta Health Center in Kayenta, Arizona, with proposals due August 31, 2026. This is a total Indian Small Business Economic Enterprise (ISBEE) set-aside, requiring offerors to maintain IEE eligibility at offer submission, contract award, and throughout performance, with 51% Indian ownership as defined under 25 U.S.C. 47 and HHSAR 326.601.
Place of performance is the Kayenta Service Unit Outpatient Department in Kayenta, Arizona, serving American Indian and Alaska Native patients across the Navajo Area. The contractor must be board-certified or board-eligible in pediatrics (ABMS/AOA) or hold comparable training approved by the Credentials Committee, with a current medical license in any state, active DEA license, Arizona Prescription Drug Monitoring Program enrollment, and BLS/ACLS certification. The contractor must also complete an approved pediatrics residency, possess basic computer skills, read and write English fluently, demonstrate cultural awareness of American Indian and Alaska Native practices, and pass Level I and Level II background checks. Immunization documentation (Rubella, Mumps, Measles, Hepatitis B, varicella, Tdap) and TB screening are required.
The contract comprises a base period and one option period, each in six-month increments. The contractor will provide full-range outpatient and inpatient pediatric care—including examination, diagnosis, treatment, referral, management of chronic conditions (hypertension, diabetes, cardiovascular, pulmonary, neurological), immunizations, medical emergencies, acute psychiatric problems, and urgent care—at 80 hours per two-week period (approximately 1,560 annual hours), seeing 7–8 patients per four-hour time block. Evaluation weights qualifications and technical capability (Factor 1), key personnel experience and licensure (Factor 2), and price (Factor 3). Personnel submitted by multiple offerors will not be forwarded for evaluation. Questions are due August 24, 2026. NAICS 621111; PSC Q516.
