About this opportunity

The U.S. Department of Agriculture Forest Service is soliciting construction services for the Kawishiwi Emergency Relief for Federally Owned Roads (ERFO) Repairs project, involving road repair work on four specific forest roads in the Superior National Forest that were damaged during a 2022 flooding event. The project includes culvert replacements, surface course work, drainage excavation, and installation of route marker signs, with work required on FR 113 Headwaters, FR 194 Towers Road, FR 387 Snake River Road, and FR 419 Hjalmer Lake Road. Contractors must maintain active SAM.gov registration, submit price proposals including Standard Form 1442, provide bid guarantees, and comply with Davis-Bacon wage requirements. The contract will be awarded using a Lowest Price source selection process, with no site visit scheduled for this simplified non-commercial acquisition under FAR Part 13. Critical deadlines include July 18, 2025 for all questions and July 28, 2025 for bid submissions, with a performance period from July 21, 2025 to November 18, 2025.

This opportunity is designated as a Total Small Business set-aside under NAICS code 237310 (Highway, Street, and Bridge Construction) with a size standard of $45 million, and no incumbent contractor is identified in the documentation. The total contract value is estimated between $100,000 and $250,000, with specific quantities including 24 to 680 cubic yards of various materials and 28 to 56 linear feet of culvert pipe installations across the four road segments. Work will be performed in Ely, Minnesota within St. Louis and Lake Counties in the Superior National Forest, with contractors responsible for sourcing their own crushed aggregate materials as no government-supplied aggregate will be available. The project requires completion within approximately four months, addressing critical infrastructure repairs in the Boundary Waters Canoe Area Wilderness region. Contractors must navigate working in a federally managed forest environment while adhering to comprehensive technical specifications outlined in the Forest Service Supplemental Specifications and Federal Lands Highway Standard Specifications.
