About this opportunity
The Department of the Air Force, specifically United States Air Forces in Europe - Air Forces Africa (USAFE-AFAFRICA), has issued a Special Notice regarding the Kaiserslautern Installation Support Services (KISS) Draft Request For Proposal (RFP). This notice is a response to industry questions received during a Pre-Solicitation Conference and is intended for market research purposes. The document emphasizes that this is not an official RFP and does not constitute a request for offers, and the government will not reimburse any associated costs. The opportunity is related to facilities support services and involves a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The formal RFP is planned for release in late winter 2025, with the contract focusing on support services for the Kaiserslautern military installation in Germany.
The Special Notice indicates that this will be a full and open competition with a 10-year ordering period and a $176.5M contract ceiling. There are no limitations on the number of awardees, and contractors can potentially be awarded multiple domains within the contract. Potential bidders are advised that the current evaluation criteria will remain unchanged, and the government anticipates multiple qualified vendors will compete for the contract. Contractors interested in participating should expect the briefing slides from the presolicitation conference to be posted on SAM.gov by December 10, 2024. The contract falls under the NAICS category 561210 for Facilities Support Services and PSC category S216 for Housekeeping- Facilities Operations Support. Interested contractors should carefully review the draft RFP and prepare their responses accordingly, keeping in mind that this is a preliminary market research document.
