This is a Questions and Answers document from a presolicitation conference for the Kaiserslautern Installation Support Services (KISS) contract administered by the U.S. Air Forces in Europe - Air Forces Africa.

The Q&A reveals this will be a full and open competition multiple-award IDIQ contract with a 10-year ordering period and a $176.5M ceiling. There is no limit on the number of awardees, and contractors can be awarded multiple domains. The formal RFP is planned for release in late winter 2025, with briefing slides from the conference to be posted on SAM.gov by December 10, 2024. The government has indicated through market research that multiple qualified vendors are expected to compete, and the current evaluation criteria will remain unchanged.

Question Answer When can we expect to receive a copy of the briefing slides? Briefing slides will be posted on SAM.gov 10 Dec 2024 This appears to restrict competition to those holding US federal government and/or DoD contracts. Is that a correct assumption?

This acquisition will be posted on the SAM.gov website to encourage full and open competition. Market research has demonstrated that there are sufficient companies capable of satisfying the agency’s requirement. The Government has a reasonable expectation that two or more responsible offerors will submit proposals in response to the solicitation. Consequently, at this time, the Government is not contemplating any changes to the current evaluation criteria.

Can you give the intended POP and Ceiling level again?

The IDIQ will have a ten year ordering period. The estimated ceiling for the IDIQ Is $176.5 million.

To confirm there is no ceiling for the number of awardees? Correct, there is no ceiling for the number of awardees.

Can you be awarded only one or two domains? Yes, one offeror can be awarded multiple domains.
