About this opportunity

The Department of the Air Force Pacific Air Forces (PACAF) is seeking a contractor to provide comprehensive grounds maintenance and landscaping services for Kadena Air Base and associated installations in Okinawa, Japan. The 18th Contracting Squadron is specifically requesting sources capable of maintaining approximately 574.138 total acres across two primary service areas, with specific grass height requirements ranging from 2-4 inches for improved grounds and 4-10 inches for semi-improved grounds. The contractor must provide all necessary personnel, equipment, and tools to perform services including mowing, edging, trimming, debris removal, pruning, and surface drainage maintenance. Responses to this Request for Information (RFI) are due by 4:00 PM Japanese Standard Time on January 15, 2025, and must include a capability statement detailing the company's equipment, employee resources, and capacity to perform services within Okinawa. The government emphasizes that this is an information-gathering exercise and does not guarantee a future contract solicitation.

The pre-solicitation notice indicates no specific set-aside designations for this opportunity, meaning it is open to all qualified contractors. The performance work statements detail that services must be executed Monday through Saturday between 0600-2000 hours, excluding federal holidays, with special provisions for distinguished visitor events and tree maintenance up to 15 feet in height. The government will provide approximately 2,451 square meters of fenced contractor yard space to support operations. While no specific award value is mentioned, the comprehensive scope suggests a significant multi-year contract potential for a landscaping services provider. Contractors must demonstrate compliance with Japanese environmental and safety standards and follow professional guidelines from organizations like the Professional Grounds Management Society and Tree Care Industry Association. The maintenance areas are characterized by challenging terrain, including uneven ground, hills, and slopes, which will require specialized equipment and skilled personnel.
