Refer to previously posted RFI FA4890-20-JWAC01
The official solicitation or request for proposal is anticipated to be posted on SAM on or near 31 March 2020.
Acquisition Management and Integration Center seeks to award a Multiple-award IDIQ with a period of performance of eight years. Ceiling for work is projected to be $450M.
This notice attaches draft sections L&M, instructions to offerors and evaluation factors for award and draft ordering procedures/guide.
Industry is invited to review this draft and provide comments.
In addition, offerors are encouraged to review the classified Performance Work Statement (PWS) and provide comments. A copy of the PWS may be obtained by contacting joann.j.hamlet.civ@mail.smil.mil
The general scope of the IDIQ is for the Contractors to provide all management, labor, material, equipment, transportation, supervision and (when applicable) subcontracting for areas identified in the IDIQ. Dahlgren is looking to establish pools of IDIQ awardees that will compete for future task orders of various task order types. Due to the wide scope of work, no small business set-asides are mandated.
Evaluation of offerors will be conducted in accordance with (IAW) FAR Part 15, as supplemented by DoD Source Selection Procedures, and Air Force Federal Acquisition Regulation Supplement (AFFARS) Mandatory Procedures MP5315.3 - Source Selection.
An industry day will not be scheduled. Inquiries by email are encouraged.
L&M Clarification 1 - Reference/recommendation letters are intended from non-DOD organizations.
Notice to Offerors: Funds are not presently available for this effort. No award will be made under this notice. The Government has no obligation to reimburse an offeror for any costs.
Open comment period. Although the posting period for this draft-RFP is scheduled to end on the 6th
of March, additional feedback on the draft L&M and PWS will be accepted through the end of the 11th of March, 2020.
Refer to attached PWS pick-up checklist (uploaded 6 March, 2020) for directions on how to contact the Government to arrange physical retrieval of PWS docs If SIPR email communication is not a viable option for otherwise security qualified entities.
