(U) SPECIAL NOTICE TO OFFERORS
L-1.1. (U) The exclusive responsibility for Source Selection will reside wi the Government. Proprietary information submitted in response to this solicitation shall be clearly marked as such an will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Polic Act as amended (41 U.S.C. 423) (hereinafter referred to as ''the Act") as implemented in the FAR. L-3.1. (U) Proposals should be submitted via UNCLASSIFIED e-mail to stehn.1.barva.civ@mail.mil, or JWICS e mail to sbarva@jwac.ic.gov. In the event that a proposal cannot be submi d via email it can be submitted electronic media (CD-R, Thumb Drive, etc.) and shall be sent or hand deliv red to the issuing office listed in Block 7 of the Standard Form 33 on/before the date/time specified on the front pag . Mark the front of the envelope/box with the following: "Proposal No. FA4890-XX-X-XXXX, ATTN: Mr. Ste e Barva, ACC AMIC/OL-JWAC, DO NOT OPEN IN MAIL ROOM." If proposals are hand delivered, Offerors all contact the Contracting Officers at the numbers listed in L-2.1 above. Offerors are cautioned to strictly compl with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish complete proposal at the time of proposal submission may result in an unacceptable proposal that the Gove~ent eliminates from consideration for award. The Government will not accept any changes to Offerors' proposal after the closing date of this solicitation (see FAR 15.208 for further information regarding late proposals). (U) DISPOSITION OF UNSUCCESSFUL PROPOSALS
L-4.1. (U) In compliance with FAR Subpart 4.8, the Government will reta~ one electronic copy of all unsuccessful proposals. All other electronic media of unsuccessful proposais will be destroyed. No destruction certificate will be provided. i

L-5 .1. (U) The instructions below prescribe the format of proposals. Propo$als shall· include all of the information requested in the specific instructions. Failure to include all inf~rmation requested may adverse~ affect the evaluation. .

L-5.2. (U) A proposal that is orderly and sufficiently documented will ena~e the Government to easily understand and perform a thorough and fair evaluation. The Government may incorpo te into this contract, by referen~e or full text, portions of the successful Offeror's proposal submitted in respons to this solicitation as revised ~d

L-5.3. (U) Proposal Format. A complete proposal consists of two (2) separate volumes: Mission Capability and Past Performance.
L-5.3.1. (U) Page Format. Type size forixt shall not be smaller than Microsoft Word Times New Roman IO point font, single column, normal propo ional spacing and one inch (I") margins (top, bottom, left and right).
The text for charts, tables, graphs, and fl ures shall be no smaller than Microsoft Word, Times New Roman 8 point font, and used only when absolute} necessary. Text lines and table lines of text shall be single-spaced.
This does not apply to the Subcontractor / Teaming Partner Consent Letter data entered, as described in paragraph L-8.1.2. i
L-5.3.2. (U) Electronic Copies. Electro4 copies ofall proposal information for each volume shall be submitted on a CD-R, Thumb Drive, etc., using Mi~rosoft Office 2010 or higher, or Portable Document Format (PDF) using Acrobat Adobe 9.0 or higher. Off¥ors shall NOT submit any documents in PDF that are copied as images.
Offerors may use JPEG images for chart' or screen shots. Offerors shall name files in an unambiguous manner, using plain language text, which facilita~s the evaluator's ease of accessing the files for evaluation, using standard naming conventions (e.g., Ojfe r name-volume name). Each volume shall be in a single searchable file, with copy/paste capability, and stored in folder that corresponds to the proposal volume it represents. Offerors shall insert the file name in the header o each document. All electronic media shall be virus checked prior to submission. Replacement electronic med a (CD-R, Thumb Drive, etc.,) shall be required to update the final proposal resulting from any discussions, ·hould they occur.
L-5.3.3. (U) Organization/Page Limit. Information submitted shall not exceed the page limits stated below for each volume. Evaluators will only read *p to the maximum number of pages specified. If the page limit is exceeded, the pages in excess of the lim~ will be removed from the applicable volume and will not be considered as part of the evaluation. L-5.3.4. (U) Page Count. An electronic p; ge shall be configured as an 8 W' x 11" measurement. All material shall be contained within the page limit ic entified for each volume, and all appendices, charts, graphs, diagrams, tables, photographs, drawings, etc., are in eluded in the page count, with exception of items stated in L-5.3.5.

The past performance documentation, organizational chart, acronym list, cross reference matrix, and verview section (for exceptions) will not be included in the page count. Covers for volumes, tables of cont nts, indices, title pages, and section dividers/tables will not be included in the page count if they are inserted sole to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they co tain any other information, e.g., diagrams, extraneous data, etc. Pages marked "This page intentionally left bl " will not be counted.

(U) EXCEPTIONS I
L-6.1. (U) The Government reserves the jght to limit the number of submissions for administration purposes.
L-6.2. (U) The Government reserves the ght to award without discussions; therefore, Offerors are advised that taking exception to any requirements spe ified in this solicitation may result in the Government finding the proposal
I unacceptable. Clarification of Government requirements shall be handled b submitting questions/recommendations within 15 calendar days after fmal solicitation release date. If Offerors still md it necessary to take exception to any of the requirements specified in this solicitation (Sections A through M, to elude the PWS and attachments), clearly identify each exception in the overview section of the appropriate v lume along with a complete explanation of why the exception was taken and the resulting benefit to the Governmen . Exception to solicitation requirements may render a proposal unacceptable or may require the Government to am d the solicitation to reflect a changed requirement. The Government will consider the absence of a stated excepti n to mean the Offeror takes no exception to the applicable volume and the proposal will be evaluated as su mitted.

(U) Offers shall include a One-page Executive Summary.
(U) Offers shall include Representations and Certifications and other Bus ess Information needed to facilitate the award of a contract such as size status, TIN number, DUNS number, SAM registration, etc.
(U) Offers shall include white paper synopsis of the Offeror's technical e erience in each TRA that an Offeror possesses a core competency in. As an attachment, the white pape~ shall al o have a reference letter from the supported customer(s) that describes the work that was accomplished with the past twenty four (24) months and

the degree to which the Contractor satis d the work requirements.
(U) Each white paper shall have a cover page that clearly identifies the TRA for which the Offeror wishes to be considered.
L-7.3. (U) Cross-Reference Matrix. Asp of the offer, a separate cross-reference matrix shall be completed and submitted with the Mission Capability V lume. All referenced paragraphs shall include all subsequent subparagraphs (for example, 5.0 include 5.1, 5.2, 5.2.1, etc.). Offerors shall fill in the columns related to their proposal. Offerors are ultimately respons ble for ensuring that their proposal fully addresses all requirements and that all requested information is complet d in accordance with Sections L and M of this solicitation. Offerors shall complete the last column of this matrix ith paragraph number references from the Mission Capability Volume.

L-7.5.1.1.1. (U) Telecommunication an Computer Networks. Telecommunications networks constitute a wide range of systems, sub-systems, compone ts, and processes. The Government is required to understand these networks with respect to normal operatio s, control systems, Supervisory Control And Data Acquisition (SCADA) systems, vulnerability, susceptibility, and response to targeting. A key communications network of interest is telecommunications, to include landline, ireless, space communications, and SCADA. An additional key communications network of interest is co puter networks, to include IT systems supporting infrastructure networks and military operations, as well as the abi ity to virtualize large networks. The Government must understand the dependencies of these key networks with ther infrastructure networks, ties to enemy military operations, and the second and third order impacts of targe · .

(U) The Contractor's white paper shall describe its experience in providing support at all levels/scales of the networks to advance methodologie , develop software, obtain data, and provide industry access (site visits), and consultation and training. L-7.5.1.2.1. (U) Electrical Power. Elec ·cal power networks constitute a wide range of systems, sub-systems, components, and processes to include geniation, transmission, distribution, and SCADA/Emergency Management Systems. The Government is required to derstand these infrastructure networks with respect to normal operations, control systems, SCADA systems, vulne bility, susceptibility, and response to targeting. The Government must understand the dependencies of this key n twork with other infrastructure networks, ties to enemy military

L-7.5.1.3. (U) TRA 3: Industrial (Ref. PWS Section 3.3).
L-7.5.1.3.1. (U) Industrial Systems. A significant part of JWAC's infras cture analysis mission is the targeting analysis of industrial systems. Industrial systems in this context refer to a ide range of manufacturing, processing, chemical and other processes. Examples of these include, but are not limit d to, oil and gas refineries and processing plants, specialized chemical plants for missile fuel production, eel manufacturing plants, and nuclear facilities.
L-7.5.1.3.1.1. (U) The Contractor's white paper shall describe its experient in industrial system analysis to advance JWAC's capability in this area and support specific tasking relate to industrial systems. The white paper's description of the contractor's experience shall relate the experienc to the TRA in such a way as to demonstrate the contractor's understanding of the TRA. , I
L-7. 5 .1.3 .1.2. (U) The Contractor's white paper shall describe its experie~ in methodology development, software support and tool development, vulnerability assessments of processes, proc ss characterizations/ templates, and verification/ validation of models/ approaches. The white paper's descrip ·on of the contractor's experience shall relate the experience to the TRA in such a way as to demonstrate the con ctor's understanding of the TRA.
L-7.5.1.3.2. (U) Critical Industries. These industries are networks that co stitute a wide range of systems, sub systems, components, and processes to include oil and gas operations and cilities/processes/control SCADA/Distributed Control System (DCS) related to key industries, hea Industries, and specialty material. The Government is required to understand these infrastructure networks with r pect to normal operations, control systems, SCADA systems, vulnerability, susceptibility, and response to tar eting. The Government must understand the dependencies of these key networks with other infrastru networks, ties to enemy military operations, and the second and third order impacts of targeting.
L-7.5.1.3.3. L-7.5.1.4.1. (U) Logistics. Logistics networks constitute a wide range ofs stems, sub-systems, components, and processes to include transportation networks and logistics; including rail, p rt, and offshore systems/nodes as well as SCADA. The Government is required to understand these networks wi respect to normal operations, control systems, SCADA systems, vulnerability, susceptibility, and response to tar eting. The Government must understand the dependencies of these key networks with other infrastruc networks, ties to enemy military operations, and the second and third order impacts of targeting.

JWAC is required to provide engagement options against adversary systems that assess the likelihood of succ ssful employment, account for a range of weapon and environmental uncertainties, as well as collateral effects This effort seeks to provide high fidelity modeling and analysis of a wide range of current and future damage mech isms and weapons and includes the following elements.

L-7.5.1.7.1. {U//FOUO) Human Netwo Targeting. Human Network Targeting applies scalable methods from social science and other disciplines to ad ersary networks or systems comprised primarily, though not exclusively, of humans in order to identify and/or prio "tize potential targets. This application is especially complicated in the study of clandestine social networks (e.g. terrorists, gangs, cartels, traffickers, etc.), where the individuals under investigation are actively trying to obscur information about themselves and their relationships, often resulting in incomplete and noisy data. I

L-7 .5.1.8.1. {U) Political Analysis. The ovemment has a requirement to develop and refine social science techniques and political analysis methods and to integrate them with engineering research in order to understand how social, cultural and political enviro ents of a country interact with the key influencers (groups or individuals), and identify the levers to tar et that will influence opinions and behaviors.

L-7.5 .1.10.1. (U) Data Science Support. The contractor shall provide data scientist support to ensure data science methods address mission needs for analyzing and visualizing comp ex systems and core networks utilizing Command and Intelligence Community computing and IT resour s across the enterprise. Successful data science projects require the performer to work closely with the analyst from problem formulation through reporting of results incorporating quantitative and statistical analysis to g · insight from data. Through analytic modeling, scripting, and/or programming, Data Scientists will dev lop and implement qualitative and quantitative methods for characterizing large datasets in various states of o anization, cleanliness and structure that account for the unique features and limitations inherent in JW AC data oldings.

L-7.5.1.11.1. (U) Modeling and Simulation. The Contractor's white pape shall describe its experience In providing support in mathematical, computational, and geospatial methods! ccess to recognized national mathematical and computational experts, algorithmic performance of math matical models, algorithm implementation, and verification and validation. The white paper's descri ·on of the contractor's experience shall relate the experience to the TRA in such a way as to demonstrate the contr .ctor's understanding of the TRA.

L-7 .5.1.12.1. (U) Data Science Support. The Contractor's white paper sh 11 describe its experience in providing support in creating data architectures/methodologies for complex system d data integration programs and lead and work collaboratively with core network analysts and technology stake olders in the areas of data science to establish and maintain the Command data architecture, strategy, and ro ap; participating in the enterprise architecture development process by providing cross-domain expertise; an providing data analysis, design, modeling, implementation support to project teams, database development oups, and IT across the enterprise.

L-7 .5.1.12.2. (U) Data Services. JWAC-developed architectures are base!on technologies and platforms including, but not limited to, Amazon Web Services, Cloudera Hadoop, A ache Nifi, Apache Solr, Apache Spark, Apache Hive, Kafka, Linux, Java, SQL, NoSQL, Git/GitHub, Extract Tran form Load (ETL) frameworks, and Puppet. JW AC is implementing a DevOps architecture that will allow for ~ontinuous monitoring of systems (software and hardware) and offer the ability for the system to detect its lefel of functionality and self-correct as needed. I
L-7 .5.1.12.2. l. (U) The Contractor's white paper shall describe its experiete in providing support in engineering and architectural services to develop and expand JWAC's data services ar itecture to operate in our DevOps environment. JW AC envisions three separate areas of expertise to comp le e the data service support, data service engineering, cloud engineering, and data warehouse development. Thew ·te. paper's description of the contractor's experience shall relate the experience to the TRA in such a way as to dem nstrate the contractor's understanding of the TRA.
