About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 has awarded a sole-source bridge contract to 28 Trans, LLC for Non-Emergent Medical Transportation (NEMT) services on March 31, 2026, with a total award value of $2,147,450.

The justification cites unusual and compelling urgency under RFO 12.102(b). A competitive solicitation (36C26225R0080) was previously issued but a GAO protest (B-424303) filed on March 6, 2026, postponed evaluation and award. This short-term bridge contract ensures regulatory compliance and continuity of mission-critical services while the protest is resolved and a new long-term contract is competitively solicited. Services include pre-arranged, scheduled, unscheduled, and will-call door-to-door transportation from beneficiary residences and designated locations to and from scheduled medical appointments, discharges from inpatient wards and the Emergency Department, and transports to and from contracted nursing homes. The contract is a Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity vehicle with contract number 36C26226D0079, period of performance from April 1, 2026 through September 30, 2026, serving Phoenix Veterans Affairs Healthcare System. The procurement is conducted under the authority of 38 USC 111A. Verbal approval was granted on March 30, 2026. Market research previously conducted for a long-term contract indicated adequate SDVOSB competition for these services.
