About this opportunity
The United States Coast Guard has published a Special Notice posting a justification for a sole source award to ALS Services for mission-critical fluid testing services. This procurement falls under the Simplified Acquisition Threshold with an estimated value of $97,698 and involves laboratory analysis of used oils and coolants for USCG equipment including engines, gearboxes, turbines, and hydraulic systems. The Coast Guard is invoking Federal Acquisition Regulation provisions for sole source contracting based on urgency and the availability of only one reasonable source. The justification follows FAR 6.303-2 procedures modified for simplified acquisition in accordance with 10 U.S.C. 3205. The contract will be awarded to ALS Tribology located in Houston, Texas, as a firm fixed-price purchase order.
The primary objective of this contract is to provide preventive maintenance through fluid testing services that identify potential component problems before equipment failure occurs across more than 5,000 USCG assets. The contract period runs from June 9, 2025, through September 15, 2025, serving as a bridge solution while the Coast Guard prepares for a competitive multi-year Indefinite Delivery/Indefinite Quantity contract expected to be awarded on September 16, 2025. This Special Notice is not a request for quotes or proposals, and the government will not be responsible for any costs incurred by parties responding to the posting. Questions must be directed exclusively via email to Contracting Officer Kenneth Tankersley, with no phone calls or voicemails accepted. ALS Services was selected based on their satisfactory past performance, immediate availability, qualified workforce, and necessary facilities to execute the required services.
