About this file

This document is a Justification for Other Than Full and Open Competition (JOTFOC) for a sole source contract with ALS Services for the United States Coast Guard (USCG). The contract will provide mission-critical fluid testing services for USCG assets, including engines, gearboxes, turbines, and hydraulic equipment, to identify potential component problems before equipment failure. The service includes lube oil and coolant testing to prevent water and fuel contamination, abnormal wear, and corrosion.

The contract has a performance period from 06/09/2025 to 09/15/2025 (3 months and 6 days), with a total estimated value below the Simplified Acquisition Threshold. The USCG intends to execute a competitive multi-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract in the future, with an estimated award date of 09/16/2025. ALS Services was selected based on their satisfactory past performance, immediate availability, qualified workforce, and required facilities to execute the Statement of Work. The sole source justification is based on urgency and the critical nature of preventing potential equipment failure for over 5,000 USCG assets.
