About this opportunity
The Transportation Security Administration (TSA) has issued a Limited / Sole Source Justification Notice for a 6-month contract extension with Smiths Detection Incorporated for maintenance and logistics support of Advanced Technology/Computed Tomography (AT/CT) screening systems at airport checkpoints. The justification covers maintenance services for approximately 290 deployed AT/CT systems from November 14, 2024, through May 13, 2025, using FY2025 Operations & Maintenance funding. Smiths Detection was selected as the sole source vendor due to being the Original Equipment Manufacturer (OEM) with proprietary rights to the technology, software, firmware, design, and hardware. The contract will be firm fixed price, with services including both corrective and preventive maintenance to ensure operational readiness of screening equipment. A Notice of Intent to Sole Source was posted on SAM.gov on October 21, 2024, with no responses received by the November 1, 2024 deadline, and TSA plans to include these maintenance services in a competitive contract after this extension period ends.

This Justification for Justification for Other than Full and Open Competition has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquistion Regulation (FAR) Subpart 6.3 and in accordance with the requirements of FAR 6.303-2, the justification for the use of the statutory authority under FAR Subpart 6.302-1 is justified by the following facts and rationale required under FAR 6.303-2. Any and all redactions in this published document (that is, language marked out or deleted) have been identified and confirmed by the Government as contractor proprietary information which the Government must protect from unauthorized disclosure. As the Government's intent to acquire using other than full and open competition was previously published on the Government-wide Point of Entry (Contract Opportunities) and all public comments considered at that time, the Government does not intend to respond further concerning this publication.
