About this opportunity

The Transportation Security Administration intends to award contract 70T04026C7672N004 to CEIA USA Limited on a sole-source basis for Enhanced Metal Detectors and associated services and support, with award effective September 30, 2026.

The justification cites FAR 6.302-1, only one responsible source. CEIA is identified as the sole Original Equipment Manufacturer with an EMD system that has successfully tested and qualified to meet TSA's detection requirements, including location targeting, remote alarm, remote programming, access control, and communication with the TSA Network. No other commercial EMD available meets these specifications. CEIA developed the proprietary Network Adapter to retrofit onto the EMD and enable direct communication with the TSA Network, which no competing system provides. The procurement includes up to 48 CEIA EMD EZ units, ancillary equipment (network adapters and twist lock adapters), shipping, installation, and two years of warranty maintenance services. The contract is Firm Fixed Price with a four-year period of performance. The justification notes that refurbishing older EMD PZ models would cost equal to or more than procuring new units, making new procurement the most cost-effective solution. The contract is conducted under FAR Part 12, commercial item procedures. Pricing will be evaluated for fairness and reasonableness in accordance with FAR 12.209.
