About this opportunity
The United States Special Operations Command, through Marine Forces Special Operations Command (MARSOC), has awarded a sole-source IDIQ contract to Threat Tec, LLC on a limited sources basis, with an estimated contract ceiling of $3.116 million.
The justification cites 10 U.S.C. 3204(a)(1) and 41 U.S.C. 3304(a)(1), based on operational continuity requirements and the incumbent vendor's unique qualifications. The award is necessary to prevent a gap in mission-essential training and to meet an expedited October 1, 2026 start date, which other sources cannot satisfy within the required timeline. This IDIQ serves as a bridge vehicle to procure event-driven, episodic training support—including subject matter experts, role players, specialized equipment, and field execution resources—for the Marine Raider Training Center Advanced Training Company on an as-needed basis via future task orders. Training courses covered include the MARSOC Technical Surveillance Cyber Course, MARSOC Advanced Sniper Course, Lethal Robotics Course, Explosive Ordnance Disposal Level I & II Courses, and SOF Level 1 Special Reconnaissance Course. The ordering period runs 12 months from September 30, 2026 through September 29, 2027, with individual task orders funded through Operations and Maintenance appropriations. The J&A notes this is a temporary bridge contract pending transition to the competitive Global Service Delivery enterprise contract in Fiscal Year 2027. Prior market research from January 2023 identified multiple qualified vendors, including K2 Solutions, Walsingham Group, and VxL Enterprises.
Notice text
In accordance with Federal Acquisition Regulation (FAR) Overhaul 6.301, this notice services as publication of the approved Justification and Approval (J&A) for Other Than Full and Open Competition.
The Marine Forces Special Operations Command (MARSOC) has awarded a new sole-source Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract under the authority of 10 U.S.C. 3204(a)(1) (as implemented by RFO 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements") to Threat Tec, LLC.
This IDIQ contract establishes a vehicle for MARSOC to procure event-driven, episodic training support, including subject matter experts and role players, on an as-needed basis via future task orders. This action is a companion to the definitive contract for full-time personnel and is required to prevent a gap in mission-essential training. A copy of the redacted, approved J&A is attached to this posting in accordance with FAR 6.301.
Awarded contract H9225726DE002 to unknown vendor for unknown amount on 2026-09-29.
